The Primary purpose is to serve as project and/or lead/manager, conducting organizational and process related studies and analysis of organizations, functions, and work processes to improve mission effectiveness, resource allocation and efficiency, functions, and work processes to improve mission effectiveness, and resource allocation. Expert knowledge of analytical and evaluative methods (on a quantitative or qualitative basis) with an effectiveness of line evaluations of current or projected programs. Plans the management strategy for assigned projects/efforts within cost, schedule and performance baseline. Assign and manage projects/efforts are characterized by unusual factors and pressures that create a management situation resulting in a substantial element of uncertainty and risks to the unforeseeable outcome. Generates specific plans, goals and objectives consistent with Center policies and requirements. Advises supervisor and Command Section of significant actions problems and recommends solutions for the major transformation challenges. Complies with all security directives and policies as required. Analyzes interrelated strategy themes and facilitates teams in developing recommendations, products and services to implement plans to enable leadership to refocus operations to better integrate and accomplish Center transformation efforts. Analyzes management information requirement to develop program or administrative reporting systems including the systems specifications, data gathering and analytical techniques, and systems evaluation methodology.

1. Extensive knowledge and skill in applying analytical and evaluative techniques for the identification,
consideration, and resolution of issues or problems concerning efficiency and effectiveness of the program
and/or strategic sourcing.
2. Master knowledge of overall missions, functions, and organization of the agency or component. Ability to apply
the knowledge to evaluate current organizational strategies and performance.
3. Extensive knowledge of organizational concepts, principles, and practices as related to the requirements for
performance-based logistics, acquisition., supply maintenance, procurement procedures, manufacturing,
strategic sourcing, and other support areas.
4. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with accuracy, and
maintain good working relations with all individuals and organizations.
5. Ability to work with, lead, and manage various groups or individuals to resolve difficult problems/situations as
related to organizational issues. Ability to understand and deploy lean concepts in problem resolution.
