Full Job Description
CeLeen, an operating firm of Command Holdings, is seeking a Management Analyst to support a contract in the Department of State, Consular Affairs Office.

This position is fully onsite and located within the Bureau of Consular Affairs, Office of the Comptroller, Procurement, Policy, and Oversight Division (CA/C/PPOD). CA/C is the primary financial management office for the Bureau and oversees the Consular and Border Security Program.

CA/C/PPOD is responsible for the fee oversight program, coordinating and administering financial management controls within the bureau, and the audit coordination program. This position is on the Fee Oversight team and reports to the CA/C/PPOD Lead Management Analyst/Deputy Division Chief.

Duties Include:
  • Overseeing global fee collection and reconciliation for offsite and onsite consular fee collections.
  • Developing and maintaining fee oversight tools to ensure that fees collected for consular services are properly accounted for from the point of collection abroad to final deposit and recording into the U.S. Disbursement Dispersing Office's (USDO) account.
  • Developing and maintaining fee reconciliation spreadsheets for over 120 Consular operations.
  • Maintaining the global offsite reconciliation SharePoint site.
  • Reviewing post compliance with relevant fee collection and oversight procedures.
  • Developing and maintaining global consular fee collection reports and trackers via Excel and other platforms (I.e., PowerBI, Tableau) as needed for CA/C and CA leadership.
  • Developing data analytics tools as required.
  • Providing Consular fee related guidance and contribute to development of fee related policy.
  • Sharing fee collection and reconciliation policies, procedures, and guidance with overseas posts.
  • Answering questions from overseas posts and CA offices regarding fee collection oversight and policy guidance.
  • Supporting post with offsite and onsite fee reconciliation, as well as online fee payment reconciliation as required.
  • Drafting guidance and standard procedures for overseas consular fee collections.
  • Providing training and promote awareness on proper reconciliation procedures to overseas consular operations.
  • Developing new fee oversight and reconciliation practices as required.
  • Providing fee collection and fee oversight input for presentations and reports to external stakeholders, including BP, Congress, and OMB.
  • Other duties as required by the team and/or assigned by CA/C leadership.

Anticipated salary range: $80,000-$100,000

Work Environment:
  • Ability to sit at a computer terminal for an extended period of time.
  • Ability to work in confined areas.

Basic Requirements
  • BA/BS and 5 years of experience //OR// MA/MS and 2 years of experience.
  • Previous experience in a project or program management role.
  • Current, active Secret security clearance.
  • Outstanding communication skills, influencing abilities, and client focus.
  • Demonstrated proficiency with Microsoft Office applications, especially Excel.

Preferred Qualifications
  • MA/MS degree.
  • Previous experience working with the Department of State.
  • Direct experience with federal budget processes and/or fee-funded organizations.
  • Understanding of consular activities.
  • Experience with data analysis and data visualization.
