Summary

This position is located with Bonneville Power Administration, in the Program Management Office of the Chief Administrative Office (N).

A successful candidate in the Management Analyst position will serve as a ???????senior analyst and project manager responsible for planning, organizing, conducting, and leading projects, studies, and other initiatives.

Duties

Help

As a Management Analyst, you will:

  • Plan, organize, and lead or conduct projects, studies, and analyses of considerable scope and depth critical to the resolution of organizational effectiveness issues.
  • Analyze and recommend methods for enhancing the efficiency and effectiveness of programs and procedures through process modification and application of evolving technology.
  • Serve as a subject-matter expert regarding policy development, changes or updates to existing policies and procedures.
  • Establish criteria for identifying and analyzing trends in activities and measuring organizational effectiveness in achieving objectives and goals.
  • When required, monitor contractor activities to ensure contractors execute project plans on time, meeting deliverable milestones within budget and with satisfactory quality.
  • Provide updates and reports on contractor performance to management.
  • Project Management Professional Certification is preferred, but not required.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level, GS-12, in the Federal service. Specialized experience for this position is defined as: 1) managing projects or programs by developing, tracking, and reporting on key performance indicators (KPIs) to ensure they meet established goals, stay on schedule, and are within budget.; 2) analyzing program activities and complex data to develop business metrics, measure organizational performance, synthesize, and make recommendations to enhance business operations; and 3) presenting or briefing management, staff, and senior executives on all aspects of assigned projects or programs.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
