Full Job Description
The Air Force Civilian Service (AFCS) is looking for a full-time Chief of Manpower, Personnel, and Training, GG-0343-13 located at Air Force Life Cycle Management Center (AFLCMC), JBSA-Lackland, Texas.

You will serve as Chief of Manpower, Personnel, and Training to plan, organize, equip, and manage the civilian and military functions for all manpower, personnel, training, acquisition, and contingency plans which support the overall mission. CCSD is a geographically separated unit and a tenant unit located at JBSA-Lackland.

Salary Range: $108,001 - 140,403

Relocation and recruitment incentives may be available based on eligibility.

This position is a Defense Civilian Intelligence Personnel System (DCIPS) position aligned under authorities of Section 1601, Chapter 83 of Title 10, United States Code and DoD Instruction 1400.25-V2007. This position is in the Excepted Service.

Provides overall comprehensive manpower direction and management of the unit manpower document for the entire division and serviced organizations.

Provides expert authoritative advice on complex civilian personnel and classification issues.

Directs the administration of the division's training activities

This role requires broad expertise in personnel management, program analysis, management analysis, and resource and manpower management.

Requires expertise in all phases of program planning-including development, validation, and justification-and the ability to assess how contingency operations, crisis management, and logistics impact strategic outcomes. Must be skilled in using both qualitative and quantitative analysis to evaluate and propose solutions for complex personnel, manpower and training issues, ensuring compliance with all relevant laws, regulations, and executive orders.

Must possess advanced knowledge of management principles to conduct analytical studies, advise on organizational restructuring, and coordinate manpower programs. This role requires resourcefulness and ingenuity to handle diverse and complex assignments. Must have a working knowledge of Defense Acquisition Workforce Improvement Act (DAWIA) and Acquisition Professional Development Programs (APDP) to build and maintain a certified and well-trained acquisition workforce.
