The Maintenance Program Manager positions falls under the Construction and Facilities Management Office, Operations and Maintenance Branch within the South Dakota Army National Guard Department of Military. The position is located on Camp Rapid, Rapid City, South Dakota. The selected individual is responsible for supervising workers and facilities across the state, preventative maintenance, grounds maintenance, and a wide variety of other maintenance related activities. The successful applicant will have knowledge of HVAC, electrical, and plumbing.

This position will assess employee performance, provides customer service, review invoices, determine work order funding and priorities, conduct periodic inspections of all facilities, and ensure all policies, procedures, and safety practices are strictly adhered to.

The work schedule is Tuesday-Friday, 6:30 a.m. to 5:00 p.m. (10 hour days), with the option to adjust the work schedule. The selected individual will undergo a National Security Check to obtain a Common Access Card for access to federal computer systems.

Licenses and Certifications:
Successful applicant will possess a valid driver's license.

The Ideal Candidate Will Have:
A minimum of 36 months experience as a facility manager with at least 24 months as a supervisor of five or more employees, or a bachelor's degree in engineering, construction management, or related field with at least 24 months experience as a facility manager and at least 36 months as a supervisor of five or more employees or 60 months experience as a facility worker with at least 36 months as a supervisor of five or more employees is preferred.

Knowledge of:

  • facility maintenance to include HVAC, plumbing, electrical, preventive maintenance, grounds maintenance, and a wide variety of other maintenance related tasks;
  • the work order process to include processing invoices, requesting quotes, and prioritizing work orders to determine funding;
  • engineering principles;
  • State of South Dakota procurement regulations;
  • State of South Dakota codified laws;
  • State of South Dakota adopted building codes;
  • State of South Dakota contracting procedures and requirements;
  • military construction regulations;
  • OSHA guidelines for general industry and construction.

Skill to:

  • manage a full-time force of over 30 employees across the state;
  • provide guidance, mentorship, and assistance when needed to develop each employee personally and professionally;
  • review, prioritize, and take appropriate action on emails, phone calls, or concerns of supervisors, employees, and customers and provide timely verbal or written responses;
  • assist facility workers with HVAC, plumbing, electrical, and preventative maintenance when needed to maintain facilities to standard;
  • develop plans and policies to increase the effectiveness and efficiency of facility workers in day-to-day operations.

Ability to:

  • work in a military environment and understand military protocol;
  • apply critical thinking skills and submit action plans to determine cost efficient methods in all aspects of facility maintenance;
  • communicate information clearly and concisely;
  • establish and maintain effective working relationships with others;
  • operate computers effectively to include Microsoft Office products;
  • read and interpret blueprints and construction plans;
  • accurately estimate the costs of repairs and material requirements;
  • work from ladders, scaffolding, or in confined areas;
  • work outdoors;
  • travel at a minimum of 25% of the time;
  • provide technical engineering guidance;
  • evaluate designs and specifications to make technical engineering recommendations;
  • prepare complete and concise reports and recommendations.
