Lockout/Tagout (LOTO) Coordinator
HVDC Converter Station Installation and Commissioning
Position Summary
The Lockout/Tagout (LOTO) Coordinator is responsible for planning, coordinating, and controlling all energy isolation activities associated with the installation, testing, commissioning, energization, and maintenance of a High Voltage Direct Current (HVDC) Converter Station. This role serves as the primary authority for ensuring safe isolation of electrical and stored energy sources while coordinating activities across multiple contractors, commissioning teams, and operations personnel.
The successful candidate will possess extensive electrical maintenance and commissioning experience in large industrial or manufacturing environments, with demonstrated expertise in low voltage (LV), medium voltage (MV), and high voltage (HV) systems, including in-plant substations and power distribution equipment. The individual must have strong leadership capabilities and be able to direct complex LOTO activities involving multiple organizations working simultaneously in high-risk environments.
Key Responsibilities
Develop, implement, and manage the project LOTO program in compliance with applicable regulatory, client, and company requirements.
Review and interpret electrical drawings, single-line diagrams, schematics, protection and control drawings, switching procedures, and commissioning documentation.
Establish and validate safe energy isolation boundaries for HVDC converter station systems and associated auxiliary equipment.
Coordinate complex LOTO activities involving multiple contractors, subcontractors, commissioning teams, and client representatives.
Lead pre-job planning meetings and energy isolation reviews to ensure all affected parties understand the scope of work and isolation requirements.
Verify lockout boundaries and isolation points for LV, MV, and HV electrical systems.
Ensure proper application, documentation, tracking, and removal of locks, tags, grounds, and associated isolation devices.
Interface closely with construction, commissioning, operations, maintenance, and safety personnel to support safe execution of work activities.
Conduct field audits, inspections, and verification activities to ensure compliance with approved LOTO procedures.
Lead troubleshooting and resolution of complex isolation conflicts, scheduling constraints, and system interface issues.
Maintain LOTO logs, records, permits, and turnover documentation.
Support energization and commissioning activities while ensuring effective management of personnel safety and system integrity.
Provide mentoring, coaching, and technical guidance to contractors and project personnel regarding safe energy isolation practices.
Participate in incident investigations, root cause analyses, and corrective action development related to energy control activities.
Required Qualifications
Minimum 15-20 years of experience in electrical maintenance, commissioning, operations, or construction environments.
Extensive experience working with LV, MV, and HV electrical systems.
Proven experience with industrial power distribution systems, switchgear, transformers, motor control centers, substations, and protection systems.
Demonstrated expertise in interpreting electrical drawings, one-line diagrams, protection schematics, wiring diagrams, and control schematics.
Significant experience leading complex Lockout/Tagout programs and energy isolation activities.
Strong leadership skills with the ability to coordinate multiple contractor organizations simultaneously.
Experience supporting installation, commissioning, start-up, or maintenance of large industrial facilities, power generation, transmission, or HVDC projects.
Thorough understanding of electrical safety principles, hazardous energy control, and commissioning processes.
Excellent communication, organizational, and conflict resolution skills.
Ability to work in dynamic, fast-paced project environments with high safety standards.
Preferred Qualifications
Experience with HVDC converter stations, transmission systems, or utility-scale power projects.
Electrical Journeyman, Master Electrician, Electrical Engineering Technology, or related technical qualification.
Certified LOTO, Electrical Safety, or High Voltage Switching credentials.
Knowledge of commissioning management systems and permit-to-work processes.
Familiarity with NFPA 70E, OSHA requirements, and utility industry safe work practices.
Key Competencies
Lockout/Tagout Program Management
Electrical Isolation Planning
HV/MV/LV Systems Expertise
Electrical Drawing Interpretation
Contractor Coordination
Commissioning and Start-Up Support
Permit-to-Work Systems
