Full Job Description
The Licensing Engineer III is responsible for applying engineering and nuclear regulatory knowledge and experience in support of developing power plant systems and programs in accordance with US licensing requirements. This requires a demonstrated understanding of 10 CFR Parts 50 along with associated regulatory and industry guidance. The Nuclear Licensing Engineer will be part of the SMR-300 Nuclear Licensing group, which is responsible for understanding, interpreting and informing our design basis as needed to comply with US and international nuclear regulations. The Nuclear Licensing Engineer will work preparing licensing documentation, such as topical and technical reports, safety analysis reports, and applications for certifications, permits, and licenses. The successful candidate will serve as the onsite liaison between the Palisades construction and engineering teams and Holtec's corporate Licensing organization, supporting a first-of-a-kind SMR deployment at a site with an existing nuclear infrastructure. This position offers the opportunity to support a pioneering U.S. SMR deployment at a site of national significance.

Location & Work Environment: This is a site-based position located at the Palisades site in Covert, Michigan. Regular interaction with construction, engineering, and NRC inspection personnel is required. Limited travel may be necessary to Holtec corporate offices or NRC meetings.

Responsibility:
  • Serve as the onsite regulatory interface between the Palisades SMR-300 construction project and the Holtec corporate licensing staff.
  • Provide day-to-day interpretation and implementation of NRC regulations, license conditions, and Holtec licensing commitments.
  • Review construction, testing, and engineering documentation to verify consistency with the SMR-300 licensing basis.
  • Support preparation, review, and submittal of regulatory correspondence, event notifications, and licensing amendments to the NRC.
  • Coordinate and support NRC inspections, audits, and site visits, including development of responses to requests for additional information.
  • Monitor ongoing site activities to identify potential regulatory implications and ensure prompt communication with corporate Licensing.
  • Support maintenance of site regulatory records and configuration control of licensing documents in accordance with Holtec procedures.
  • Participate in development and implementation of site-level compliance procedures and training aligned with 10 CFR Parts 50, 55, 73, and 100.
  • Provide briefings and guidance to project management and construction teams regarding regulatory requirements and compliance expectations.


Requirements:
  • Bachelor's degree in Engineering, Physical Sciences, related technical field or equivalent work experience.
  • Advanced degree or specialized coursework in Nuclear Engineering, Regulatory Affairs, or related field preferred.
  • Minimum of 2 years of experience in nuclear licensing, regulatory compliance, or project engineering.
  • Experience supporting NRC-licensed facility construction, operation, or licensing activities strongly preferred.
  • Familiarity with 10 CFR Parts 50 and applicable regulatory guidance.
  • Experience with 10 CFR Part 50 Appendix B Quality Assurance programs desirable.
  • Must be eligible to participate in the U.S. nuclear industry's access authorization program.
  • Eligible to work under 10 CFR Part 810 without specific authorization preferred.
  • Strong understanding of nuclear regulatory frameworks and compliance verification.
  • Excellent technical writing and communication skills, including ability to prepare NRC correspondence and inspection responses.
  • Demonstrated ability to work collaboratively in a construction site environment with engineering, QA, and project management teams.
  • High attention to detail, sound judgment, and effective organizational skills.
  • Proficiency with Microsoft Office applications and electronic document management systems.


Compensation:
  • Annual compensation is based on skills and experience ranging from $125,000-$145,000.
