Our fuel cycle business supports clients designing, licensing, constructing, and operating facilities regulated under 10 CFR Part 70, including conversion, deconversion, and fuel fabrication facilities handling special nuclear material.
This work is growing as the domestic fuel supply chain expands to support advanced reactor deployment.
Authors assigned application sections and the evaluations that support them, working from the regulatory approach and assumptions set by senior licensing staff.
Works closely with engineering disciplines and other contractors to gather the inputs each section depends on, and will develop toward independent ownership of application content.
Prepares assigned sections of 10 CFR Part 70 license applications under the direction of senior licensing staff, which may include radiation protection, waste management, emergency preparedness, decommissioning, environmental protection, and management measures.
Performs the licensing evaluations and applicability determinations that support assigned sections, using bounding assumptions established or approved by senior licensing staff.
Gathers and coordinates design, process, and operational inputs furnished by the client and other contractors, and documents the assumptions used where those inputs are not yet mature.
Reviews application content that interfaces with assigned sections for consistency and completeness, and raises gaps, conflicts, and open items to senior licensing staff for resolution.
Identifies licensing commitments in content as it is drafted and records them in the commitments register, maintaining traceability to source sections and regulatory bases.
Maintains traceability between assigned content and the applicable NRC requirements and guidance.
Supports responses to NRC requests for additional information covering assigned sections.
Prepares licensing presentations and supporting material for internal and external audiences.
Works to assigned schedules, ensuring the accuracy, completeness, and timeliness of work, and raises issues that may affect delivery.
Receives instruction, guidance, and direction from senior licensing staff, and completes duties as assigned.
Performs other duties as assigned.
Requires a Bachelor's degree in Nuclear Engineering, Chemical Engineering, Mechanical Engineering, Health Physics, or a related engineering or technical discipline. Master's degree desirable.
Requires 3 years of relevant nuclear industry experience, preferably in licensing and regulatory affairs.
Experience drafting and reviewing licensing applications, submittals, or comparable regulatory documentation.
Experience working with designers and engineers to develop safety analysis or licensing basis documentation.
Prior interaction with the NRC or another regulatory authority is desirable.
Demonstrated understanding of 10 CFR, along with associated regulatory and industry guidance.
Working knowledge of the licensing framework for facilities possessing and using special nuclear material, including 10 CFR Part 70.
Familiarity with NRC guidance applicable to fuel cycle facility license applications, including NUREG-1520.
Ability to prepare licensing documentation from conceptual and evolving design information using documented assumptions.
Strong technical writing skills, with attention to accuracy, consistency, and traceability.
Ability to work effectively with engineering disciplines and other contractors to obtain the inputs assigned sections depend on.
Ability to manage assigned work against fixed submittal dates and to raise issues promptly.
Familiarity with fuel cycle facility processes, uranium chemistry, material forms, and radiological and chemical hazards is desirable.
Experience with facilities licensed under 10 CFR Part 70, or with comparable NRC licensing processes preferred.
Familiarity with the integrated safety analysis process, items relied on for safety, and management measures preferred.
Experience with fuel fabrication, conversion, deconversion, enrichment, or other fuel cycle operations preferred.
Familiarity with material control and accountability under 10 CFR Part 74, physical protection under 10 CFR Part 73, or transportation under 10 CFR Part 71 preferred.
Familiarity with Environmental Reports under 10 CFR Part 51, or with advanced reactor fuel supply chain projects preferred.
Professional Engineer (PE) license or other relevant nuclear industry qualifications are desirable. Must be a U.S. citizen and eligible to work under 10 CFR Part 810 without specific authorization.
