ACT (Assertive Community Treatment) Program Manager, San Mateo

Do you like solving problems and removing barriers for our acute mental health and homeless population? Do you value a position in which you are empowered in an autonomous role to do whatever it takes on any given day? The Program Manager is responsible for leading an ACT (Assertive Community Treatment) team providing direct service to acute mental health crisis cases in our new Full Service Partnership (FSP) Program in San Mateo. This position will manage administrative, fiscal, and quality improvement functions that promote the highest element of service provision. BACS' staff does whatever it takes to find permanent housing for homeless people or stabilize mental health cases and the work happens both in the office, or out in the community. This role requires someone who values accountability, trust, and innovation.

This program will have specialty populations including CARE Court and Substance Use Disorder (SUD) focus. Care Act is a statewide initiative to allow family members and other community members to request San Mateo County to assess and support partners who may have slipped through the cracks of our system and would benefit from linkage to services. The FSP programming itself offers a multidisciplinary approach and ACT model to offer 7-day support to partners experiencing the highest level of need in our county and would benefit from a hospital without walls wraparound approach. BACS is seeking a licensed clinical program manager (LCSW/LMFT) to work in our Full Service Partnership division to launch and manage a diverse team.
Requirements

This is a 100% on site position. A car, driver's license and insurance is required. The Program Manager must be 2 years post licensure to provide clinical supervision to associate level clinicians. Previous experience managing revenue and expense in a government contracted Medi-Cal/Cal AIM funded program is required.
Responsibilities
  • Oversees a community-based program that provides FSP services including therapy, case management, medication management, employment support, housing linkage to those struggling to manage Sever Mental Illness (SMI).
  • Meet clients where they are to implement consumer-centered services that are needs-driven, strengths-based, and culturally relevant.
  • Manage the flow of referrals, intakes, and discharges of participants and ensures accessibility and welcoming of all people.
  • Be an available and engaged manager, supervise staff including hiring, training, clinical oversight, and performance evaluations.
  • Provide individual and group supervision to interns collecting clinical experience and hours.
  • Constantly challenge the status quo and look for opportunities for continuous quality improvement and implement systems for CQI.
  • Assure that services are provided in compliance with all funders, including documentation, grant management, presentations, and reports.
  • Communicate effectively and conscientiously utilizing strength-based language and philosophy throughout all aspects of program management and supervision.
  • Other duties as required.
Qualifications
  • Program Manager: LCSW/LMFT + 2 years post licensure. BBS registration in good standing.
  • Two years' experience post-licensure in a behavioral science field.
  • Three years of progressive administrative, direct service, and leadership skills and experience in community mental health, crisis or community supports.
  • Revenue and expense responsibility for government contract funded mental health services.
  • Demonstrated capacity to lead diverse and multi-disciplinary teams toward a common goal required.
  • Knowledge of county/city mental health funding, CalAIM, Medi-Cal billing criteria and documentation requirements.
  • Valid California driver's license, personal vehicle, and proof of personal vehicle insurance coverage. DMV printout required
Compensation and Benefits
  • Competitive salary $170,000 annually, exempt.
