The Office of the County Administrator is seeking a motivated, team-oriented problem solver to play a key role in the management of the County's federal and state legislative efforts. This position will identify components of the County's long range federal and state legislative strategy by working with the Board of Supervisors, the County Administrator and County departments.
Job Summary Key responsibilities include developing a proactive and deliberative process to identify legislative initiatives, monitoring and assessing the impact of pending legislation, participating in meetings with federal and state elected officials, serving as the County's point of contact on legislative matters and with associations such as the National Association of Counties (NACo), the Virginia Association of Counties (VACo), and the Virginia Municipal League (VML). This position requires clear and effective communication skills to liaise with the Board of Supervisors, County Administration, County Department Leadership and other stakeholders on the status and impact of legislative issues. This position will be responsible for managing consultant contracts and serving as the primary point of contact for all federal and state lobbying efforts on behalf of the County.
The ideal candidate will possess knowledge of the federal legislative and appropriations process and the Virginia legislative and appropriations process and must demonstrate executive-level project management, presentation, analytical, and organizational skills. Additionally, the ideal candidate must have the ability to manage multiple complex projects and activities; communicate ideas effectively verbally and in writing; establish effective relationships with elected officials, County departments, and other legislative partners; collaborate effectively with a large variety of staff and other legislative partners; and create and evaluate strategic plans for the County's legislative program.
Hiring salary is commensurate with experience.
Minimum Qualifications Minimum QualificationsMaster's degree in Public Administration, Public Policy, or a related field; five (5) years of related work experience in legislative affairs, local government administration, project management, or related programs/operations; or equivalent combination of education and experience.
Preferred QualificationsSpecific experience with local government issues in the federal and state legislative processes is preferred.
Job Contingencies and Special Requirements Job ContingenciesSuccessful candidates will undergo background checks as required.
Special RequirementsMust attend evening Board of Supervisors meetings as required. In addition to traveling to Richmond and Washington D.C., will be expected to be available to respond to developments during evenings and weekends particularly during the annual Virginia General Assembly legislative session, and special sessions that may be convened.
