We're searching for our next Legislative Affairs Manager who understands the inner workings of Capitol Hill and has extensive experience with Congressional affairs and public policy making. We are looking for a candidate who enjoys supporting work related to Congressional testimonies, responses to Congressional correspondence, and tracking legislative activity.
Strong candidates will have demonstrated acumen in how oversight and appropriations committees operate, how Congress interacts and intersects with federal agencies, how agencies interact with members of Congress and their staff; and the federal budget process impact public policy. Key Responsibilities:
- Provide senior level Congressional affairs counsel to the leadership of a federal Legislative Affairs office.
- Analyze legislation to identify relevant authorities, requirements and programmatic direction for cybersecurity and infrastructure security and resilience activities.
- Oversee the tracking, monitoring and providing status reports on legislative activities in Congress and State governments as appropriate.
- Maintain a tracker for Congressional reporting requirements.
- Maintain a tracker for Congressional engagement.
- Manage the Congressional correspondence process to include gathering initial information from subcomponents for staff and tracking to completion.
- Create a weekly report identifying legislation of interest to the agency and status, as well as, engagements, social media, summaries of events of interest and identification of future engagements of interest for leadership awareness and team tracking.
- Create annual report summarizing legislation of interest including, that which has passed, as well as legislation that may move forward in the following legislation session, summary of all Congressional engagements throughout the year and statistics/metrics to be determined by the Legislative Affairs staff.
- Monitor legislation and hearings and prepare summaries of such activities relevant to the cybersecurity and infrastructure security mission space.
- Oversee and help produce and assemble background materials for all Congressional products including briefing books, reports, information papers and similar products.
- Oversee and help prepare responses to public policy/government related tasks.
- Lead an already existing Legislative Affairs Community of Practice within ICF Next.
Basic Qualifications:
- Currently holds, or is able to obtain, DHS Fitness Determination
- BS/BA
- 5+ years Demonstrated experience: Working on Capitol Hill, a federal agency's Congressional Affairs office, or for a consultancy that has a legislative affairs function, Reviewing new legislation and determining its affect on agencies or organizations, Analyzing activities and new policies established by local, state and federal governments, Providing summaries of the proposed or passed legislation, Serving as a people and project manager, and Having a deep understanding of the legislative landscape related to DHS and CISA.
- This role requires prior experience supporting congressional responses and requests for a federal agency.
Preferred Skills and experience:
- Excellent communication skills, especially written.
- Strong personnel management, leadership and presentation skills.
- Consultancy or government agency experience preferred.
- An understanding of the best practices in business development.
- Self-starter, with ability to independently manage and delegate tasks and handle multiple priorities.
Job Location(s): This position is located in either ICF's Reston, VA or Rockville, MD office in a hybrid telework arrangement.
Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$98,614.00 - $167,644.00
