Job DescriptionThe Global Learning & Development (GL&D) Governance & Standards Team Leader is responsible for leading the governance, standards, project management, program coordination and operational effectiveness functions across the learning organization. This role oversees a team of project managers, designers and specialists responsible for establishing and maintaining learning standards, governance processes, quality controls, project management practices, risk and compliance oversight, learning experience consistency, and workflow optimization.
The Team Leader serves as a key partner to GL&D leadership, HR Product, Technology, Procurement, Legal, Compliance, Finance, and business stakeholders to ensure learning products, services, and projects are delivered consistently, efficiently, and in alignment with organizational requirements and strategic priorities.
This role is accountable for creating scalable processes, improving operational maturity, driving standardization across learning teams, managing governance programs, overseeing critical learner-facing projects, and ensuring the organization maintains strong controls while delivering exceptional learner experiences.
Role Responsibilities:
- Leadership Responsibilities
• Lead, coach, develop, and manage a team of project managers, governance specialists, and learning designers.
• Establish team priorities, goals, performance measures, and development plans.
• Foster a culture of accountability, continuous improvement, innovation, collaboration, and operational excellence.
• Drive adoption of enterprise standards, governance practices, and quality expectations across GL&D.
• Mentor team members in project management, governance, risk management, and consulting skills. - Governance, Standards & Quality Management
• Establish and govern GL&D development methodologies, project management standards, templates, and best practices.
• Define and maintain enterprise learning design, visual, brand, accessibility, and learner experience standards.
• Standardize reusable learning assets, playbooks, toolkits, and development resources across the department.
• Develop and oversee quality assurance processes, audits, quality reviews, and continuous improvement initiatives.
• Partner with learning leaders to ensure consistent application of standards across all learning products and services.
• Establish groups and review processes to evaluate standards adherence and improvement opportunities.
• Oversee development and maintenance of GL&D SharePoint sites and internal digital experiences.
• Support executive leaders with presentation consulting, storytelling, and visual design expertise. - Project Management Leadership
• Lead the department's project management discipline, standards, methodologies, and project governance practices.
• Oversee a portfolio of learner-facing projects and strategic initiatives.
• Provide leadership and guidance for project planning, execution, issue management, stakeholder engagement, risk management, and status reporting.
• Ensure projects are delivered on schedule, within scope, and aligned with business objectives.
• Develop project reporting frameworks and executive-level dashboards.
• Facilitate project prioritization, resource coordination, and governance review processes.
• Manage program coordination activities and program planning for training programs - Workflow, Intake & Operational Excellence
• Own and maintain the GL&D end-to-end workflow framework and cross-GL&D processes or procedures.
• Partner with workflow councils and stakeholders to continuously improve operating processes.
• Lead process development or process improvement initiatives.
• Define workflow standards, decision rights, escalation paths, and service delivery models.
• Collaborate with HR Product and Technology teams to implement workflow tool enhancements and operational improvements.
• Monitor operational metrics and identify opportunities to improve efficiency, cycle time, and service quality. - Risk, Compliance & Controls
• Define, maintain, and monitor learning governance policies, procedures, controls, and standards.
• Provide consultation and guidance regarding risk management and control requirements across GL&D.
• Partner with control owners, auditors, Legal, Compliance, and Risk teams during audits, exams, reviews, and regulatory activities.
• Coordinate remediation plans for audit findings, legal requests, regulatory examinations, and control gaps.
• Oversee legal hold processes, document retention programs, and records management practices.
• Support annual policy reviews and governance program assessments.
• Ensure compliance with internal policies and applicable regulatory requirements.
• Manage governance activities for AI tools and agents
• Oversee standards and tools for retention of official records
Required Qualifications
• 10+ years of experience in Learning & Development, Project Management, Program Management, Operational Excellence, Governance, Risk Management, or related disciplines.
• 5+ years of leadership experience managing teams and cross-functional initiatives.
• Experience developing governance frameworks, standards, policies, or operational processes.
• Strong consulting, influencing, stakeholder management, and communication skills.
• Strong analytical, problem-solving, and decision-making capabilities.
Preferred Qualifications
• PMP, Lean, Six Sigma, Agile, Change Management, or related certifications.
• Strong project and portfolio management experience.
• Experience supporting audits, compliance reviews, regulatory requirements, or risk management programs.
• Experience with learning technologies, workflow tools, project management platforms, and collaboration technologies.
• Experience leading enterprise-scale transformation, standardization, or organizational effectiveness initiatives.
Location Expectations:
This role requires working from a U.S. Bank location three (3) or more days per week.

The salary range reflects figures based on the primary location, which is listed first. The actual range for the role may differ based on the location of the role. In addition to salary, U.S. Bank offers a comprehensive benefits package, including incentive and recognition programs, equity stock purchase 401(k) contribution and pension (all benefits are subject to eligibility requirements). Pay Range: $126,820.00 - $149,200.00
