Full Job Description
General Position Summary & Responsibilities:
The Learning & Development Manager reports to the Vice President of Health & Safety and serves as a key strategic partner across all divisions of Radius Recycling. This role is responsible for developing, implementing, and continuously improving enterprise-wide learning and development programs that enhance workforce capability, compliance, leadership, and performance at all organizational levels.

The Manager collaborates with leaders from Operations, Safety, Human Resources, Environmental, and other corporate and field functions to ensure that training and development initiatives align with business priorities, regulatory requirements, and evolving organizational needs. This includes managing the company's Learning Management System (LMS), overseeing instructional design standards, vendor management, and ensuring consistency and quality in all training content across the company.

The primary goal of this position is to support a culture of continuous learning and development that strengthens safety, sustainability, operational excellence, leadership effectiveness, and employee engagement across Radius Recycling.

Compensation Range: $85,000/year - $105,000/year

Essential Functions:

  • Program Development & Strategy: Design and implement enterprise-wide training programs aligned with compliance, operational excellence, and leadership development strategies.
  • Instructional Design: Develop and maintain learning content, including lesson plans, curricula, eLearning modules, and instructor-led guides, using adult learning principles.
  • Training Needs Analysis: Conduct assessments to identify organizational learning needs and align training solutions accordingly.
  • Leadership Development: Support initiatives to identify, develop, and support emerging leaders across the organization.
  • Strategic Alignment: Participate in enterprise-wide strategic workforce planning and contribute to the development of long-term talent strategies.
  • Innovation in Learning Delivery: Leverage innovative technologies (e.g., microlearning, virtual learning, simulations) to enhance learner engagement and accessibility.
  • Training Impact Assessment: Conduct learning impact assessments and return-on-investment (ROI) analyses to ensure training programs support measurable business outcomes.
  • Change Management Support: Support change management initiatives by equipping leaders and teams with the tools and training needed to adapt to organizational change.
  • L&D Team Leadership: Lead and mentor internal L&D specialists and manage direct reports or contractors engaged in training delivery.
  • LMS Administration: Supervise LMS operations, including content uploads, system updates, reporting, and user support.
  • Data & Reporting: Monitor and report on key learning KPIs, training effectiveness, and compliance metrics.
  • Collaboration & Consultation: Work with site leadership, internal SMEs, external vendors, and operational teams to tailor training content for field and office environments.
  • Vendor & Budget Management: Source and manage external training vendors. Oversee L&D budget planning and cost control.
  • Continuous Improvement: Recommend and implement improvements to training delivery methods, technologies, and processes.

Equipment & Maintenance

  • Works closely with operations and corporate functions to understand needs and prioritizes work based on risk and opportunity
  • Evaluates training and system design, administrative procedures, and training requirements for facilities to establish best management compliance and practices and safe work practices


Inventory & Quality Control

  • Maintain an organized inventory of all training materials, equipment, and digital resources to ensure availability and consistency across sites.
  • Establish and maintain version control standards for learning content to ensure accuracy, relevance, and compliance with regulatory or procedural updates.
  • Conduct periodic quality reviews and learner feedback analysis to ensure training programs meet content and delivery standards.
  • Monitor LMS records and usage data to ensure audit readiness, training completion compliance, and identify gaps.


Budgeting & Forecasting

  • Develop and manage the annual L&D budget, including allocations for training vendors, learning technologies, development tools, and event logistics.
  • Track expenditures and forecast training-related costs to ensure alignment with business needs and financial targets.
  • Evaluate the cost-effectiveness and ROI of learning programs and recommend adjustments to optimize training investments.
  • Manage contracts and service agreements with external vendors, consultants, and platforms.


Administrative Management

  • Supervise or guide L&D coordinators, instructional designers, or project contractors as applicable.
  • Participate in the recruitment and selection of L&D personnel or vendors.


Job Conditions:

The position may require occasional air and car travel to support training sessions (in the US and Canada), site-based initiatives, or enterprise rollouts. Exposure includes corporate office, remote work environments, and operational field or yard locations during training observations or program launches. Must be able to adjust to a flexible schedule, including early or late hours, to accommodate multi-shift operations or virtual learning needs across time zones.

Physical Activities Required to Perform Essential Functions:

  • Ability to lift and carry up to 25 pounds occasionally (e.g., training materials, equipment).
  • Ability to sit for extended periods and work at a computer (6-8 hours/day).
  • Visual acuity to create, review, and interpret detailed documents, digital learning content, and data reports.
  • Occasional standing or walking during onsite training, facilitation, or program observation.
  • Ability to travel via car or air for business purposes, including site walk-throughs and in-person sessions in varied environments.


Qualifications:

The ideal candidate will possess a bachelor's degree in Organizational Development, Education, Human Resources, Business Administration, or a related field; a master's degree is preferred. Over 10 years of progressively responsible experience in learning and development, organizational effectiveness, or talent development is required. The candidate should demonstrate a successful track record in designing and implementing enterprise-wide training programs, including leadership development, compliance training, field-based skills training, LMS administration, vendor oversight, and return-on-investment (ROI) analysis.

Proficiency in Learning Management Systems (LMS), such as Cornerstone or Workday Learning, is essential, along with strong skills in Microsoft Office Suite. Experience with content authoring tools (e.g., Articulate, Captivate), Adobe Creative Suite, and SharePoint is a plus. The role requires advanced instructional design skills, the ability to apply adult learning principles, and strong project management capabilities. Candidates must be skilled at analyzing training data and ROI metrics, have excellent communication and interpersonal skills, and be comfortable influencing and collaborating with stakeholders at all levels. A high level of professionalism and discretion is expected, especially when dealing with performance and leadership development topics. Experience in an industrial or operational environment is preferred.
