Job Description:
The Learning Designer translates approved business and learning requirements into practical, engaging, accessible, and performance-focused learning experiences. Working from the learning strategy and solution direction established by the Manager, Learning Architecture & Strategy, the Learning Designer develops learning journeys, curricula, courses, simulations, assessments, facilitator materials, performance-support tools, and reinforcement resources.
The role works closely with business subject-matter experts, change management, learning operations, learning technology partners, facilitators and other partners. The Learning Designer ensures that solutions reflect adult learning principles, sound instructional design practices, CBCC operating realities, and established quality, accessibility, risk, and brand standards.
The position requires strong instructional design and content-development expertise, curiosity, critical thinking, project coordination, collaboration, attention to detail, and the ability to translate complex information into clear and relevant learning experiences.
Key Accountabilities
Instructional Design and Learning Solution Development
- Translate approved learning strategies, performance requirements, and design recommendations into detailed learning solutions.
- Design end-to-end learning experiences that support Day 2 development, transformation initiatives, role readiness, capability uplift, and sustainment.
- Apply recognized instructional design methodologies, adult learning principles, and learner-experience practices throughout the design and development process.
- Develop clear learning objectives that define the knowledge, skills, behaviours, and decisions learners must demonstrate.
- Create structured design documents, storyboards, course outlines, learning pathways, prototypes, and development plans.
- Select and apply appropriate learning methods based on the desired outcome, audience, complexity, risk, scale, and required speed to proficiency.
- Incorporate opportunities for practice, feedback, reflection, assessment, coaching, and on-the-job application.
- Ensure learning solutions are practical, performance-focused, and connected to measurable business or colleague outcomes.
Learning Content and Asset Development
- Design and develop learning assets across multiple modalities, including:
- Digital and self-directed learning
- Microlearning
- Virtual and instructor-led learning
- Workshops and facilitated activities
- Scenarios and simulations
- Knowledge checks and formal assessments
- Job aids and quick-reference tools
- Facilitator and leader guides
- Coaching and reinforcement resources
- Translate complex policies, processes, products, systems, and business requirements into clear, accurate, and engaging learner content.
- Write concise, learner-friendly scripts, instructions, scenarios, examples, activities, and assessment questions.
- Partner with multimedia and learning technology resources to develop video, audio, interactive, and visual learning experiences.
- Adapt content for different CBCC roles, proficiency levels, channels, languages, and operating environments, as required.
- Design learning that supports accessibility, inclusion, consistency, and an effective learner experience.
- Maintain appropriate source documentation, version control, approvals, and design records for assigned learning assets.
Learning Standards and Quality Assurance
- Apply CBCC learning design standards, templates, tools, and development practices consistently.
- Conduct quality reviews to confirm that learning materials are accurate, complete, learner-centred, accessible, and aligned with approved requirements.
- Validate content with subject-matter experts and applicable risk, compliance, or governance partners.
- Ensure learning objectives, instructional content, practice activities, and assessments are appropriately aligned.
- Test digital and facilitated learning materials before implementation and resolve identified design, content, navigation, or usability issues.
- Contribute to the development and continuous improvement of CBCC instructional design standards and reusable templates.
- Identify opportunities to simplify, consolidate, modernize, or retire outdated learning assets.
Stakeholder and Subject-Matter Expert Collaboration
- Work with the Manager, Learning Architecture & Strategy to confirm learning objectives, audience needs, solution scope, modality, deliverables, and timelines.
- Facilitate design discussions with subject-matter experts to gather information, validate content, and translate technical knowledge into learner-friendly experiences.
- Challenge content requests constructively when additional information is unlikely to improve learning or performance outcomes.
- Communicate design decisions, development progress, dependencies, risks, and required approvals clearly and promptly.
- Incorporate feedback while maintaining alignment with the approved learning strategy, design standards, and intended performance outcome.
Delivery Readiness and Implementation Support
- Prepare complete, accurate, and implementation-ready learning packages.
- Support pilots, train-the-trainer activities, facilitator preparation, and learning launches.
- Monitor early learner and stakeholder feedback and recommend timely adjustments.
- Escalate scope, quality, timing, resource, or content risks to the Manager, Learning Architecture & Strategy.
Measurement and Continuous Improvement
- Design assessments and feedback mechanisms that measure knowledge, skill application, confidence, and readiness.
- Partner with the Manager, Learning Architecture & Strategy and business stakeholders to identify appropriate learning and performance measures.
- Maintain assigned learning assets through regular reviews, updates, and lifecycle management.
- Contribute to the learning inventory and provide visibility into asset status, ownership, review dates, and opportunities for rationalization.
Job Requirements
- Three or more years of experience in instructional design, learning experience design, adult education, digital learning development, or a related field.
- Demonstrated experience designing and developing learning solutions for a complex business or operational environment.
- Strong knowledge of instructional design methodologies and practices, such as ADDIE, SAM, Design Thinking, backward design, and rapid-development approaches.
- Strong understanding of adult learning principles, learner engagement, knowledge retention, skills practice, assessment, reinforcement, and performance support.
- Experience translating business requirements and subject-matter expertise into clear learning objectives and practical learning experiences.
- Demonstrated ability to develop storyboards, learning pathways, courses, facilitator materials, assessments, job aids, simulations, and digital learning assets.
- Experience designing across multiple modalities, including self-directed, virtual, instructor-led, video, microlearning, practice-based, and on-the-job learning.
- Strong writing, editing, visual communication, and information-design skills.
- Ability to simplify complex or technical information without compromising accuracy.
- Strong attention to detail and commitment to quality, accessibility, consistency, and learner experience.
- Strong relationship-management and collaboration skills, with the ability to work effectively with business leaders, subject-matter experts, facilitators and technology partners.
- Effective planning and organizational skills, including the ability to coordinate multiple deliverables and deadlines.
- Ability to work independently within an established strategy and escalate material decisions, risks, and trade-offs appropriately.
- Comfortable working in an environment with evolving requirements, competing priorities, and transformation activity.
- Working knowledge of learning measurement and evaluation practices.
- Experience using learning-authoring, content-development, collaboration, and multimedia tools is preferred.
- Experience in financial services, regulated environments, contact centres, or large-scale operational learning is an asset.
- Bilingualism in English and French is an asset.
Education
- Post-secondary education in instructional design, adult education, learning and development, educational technology, communications, or a related discipline is required.
- Certification or formal training in instructional design, adult learning, learning experience design, accessibility, or digital learning development is an asset.
- Demonstrated commitment to continuous learning and maintaining current knowledge of instructional design practices, learning technology, accessibility, and emerging learning methods.
