Full Job Description
Manage and coordinate learning and development activities that strengthen employee capability, improve role performance, and support the efficiency and productivity of PacificSource. Partner with managers, teams, and functional areas to identify technical, professional, leadership, and change-related learning needs. Contribute to the design, implementation, and continuous improvement of learning resources, performance support materials, and change enablement tools aligned with business goals and operational objectives. Consult with departments and external partners to evaluate resources and delivery methods that enhance employee effectiveness and support change adoption.

Essential Responsibilities:
  • Partner with functional managers and HR Business Partners to assess technical, professional, leadership, change readiness, and employee development needs based on business priorities, company requirements, and evolving work processes.
  • Lead assigned Learning and Development initiatives through planning, coordination, execution, project management, and evaluation.
  • Provide guidance on capability-building solutions that improve employee effectiveness and role performance.
  • Develop learning resources, communication support, leader talking points, job aids, and adoption tools to help employees and managers navigate organizational change.
  • Support process improvement, change management, and performance support efforts across the organization.
  • Conduct needs assessments to identify skill gaps, change impacts, and staff development priorities aligned with PacificSource goals and objectives.
  • Develop project plans, schedules, and timelines based on identified needs, available resources, and stakeholder input.
  • Design, develop, deliver, and evaluate learning solutions, courses, digital resources, job aids, and performance support materials for employees, managers, and teams.
  • Coordinate new employee orientation, Customer Connection, and other enterprise learning programs that support onboarding, culture, customer experience, and role effectiveness.
  • Provide orientation and development resources for team leaders and managers.
  • Measure effectiveness using assessments, learner feedback, adoption indicators, behavior change, and performance measures.
  • Identify and share best practices, lessons learned, and continuous improvement opportunities.
  • Manage assigned projects from planning through implementation, evaluation, and refinement.
  • Partner with functional trainers and subject matter experts to review and improve learning plans, checklists, job aids, and reference resources.
  • Maintain current learning records and submit reports to managers, team leaders, and the Executive Management Group as needed.
  • Apply appropriate instructional approaches, delivery methods, and learning technologies, including instructor-led, virtual, hybrid, e-learning, microlearning, learning management systems, digital job aids, knowledge bases, collaboration platforms, video, and multimedia tools.
  • Oversee development of learning guides, digital reference resources, evaluation tools, multimedia visual aids, and performance support materials.
  • Ensure quality, accessibility, and cost-effectiveness of solutions; research programs, tools, and materials; interview instructors and consultants; and recommend appropriate options.
  • Maintain knowledge of current developments, methods, and techniques in learning and development, change management, performance support, and learning technology.
  • Maintain collaborative partnerships with key departments to support business activities, learning priorities, and change adoption.
  • Participate in manager and supervisor meetings as a key Learning and Development team member.
  • In conjunction with the Director of Learning and Development, support hiring, staff development, coaching, performance reviews, corrective actions, and termination of employees. Provide feedback, regular one-on-ones, and performance evaluations for direct reports.
  • Monitor spending against the approved budget throughout the year and take corrective action where needed.
  • Partner with other departments to improve interdepartmental processes using lean methodologies, visual boards, daily huddles, and key performance indicators.


Supporting Responsibilities:
  • Meet department and company performance and attendance expectations.
  • Follow the PacificSource privacy policy and HIPAA laws and regulations concerning confidentiality and security of protected health information.
  • Perform other duties as assigned.


SUCCESS PROFILE

Work Experience: Requires a minimum of 5 years of experience designing, developing, delivering, and evaluating learning solutions, capability-building initiatives, and performance support resources. Experience supporting change management initiatives preferred. Supervisory experience required; 3 years of supervisory experience preferred.

Education, Certificates, Licenses: Requires a Bachelor's degree in Business Administration, Education, Communications, Human Resources, or equivalent. Master's degree in Learning and Development or Organizational Development preferred.

Knowledge: Requires knowledge of adult learning principles, instructional design, facilitation, learning evaluation, change management practices, and performance support methods. Advanced skills with Microsoft Office products and collaboration tools required. Experience with current learning technologies and delivery methods preferred, including e-learning, learning management systems, virtual and hybrid delivery platforms, microlearning, video, digital job aids, knowledge bases, and collaboration tools. Requires strong interpersonal skills and the ability to work effectively with managers, subject matter experts, HR Business Partners, and cross-functional teams. Requires strong organizational skills, attention to detail, writing proficiency, and the ability to develop clear, high-quality presentations, learning materials, job aids, and reference resources. Experience facilitating learning, presenting, and moderating large groups required. Ability to use technology to improve learning access, support change adoption, and enable performance. Ability to represent PacificSource professionally in the community preferred.

Base Range:
$90,052.16 - $157,591.26

Physical Requirements: Stoop and bend. Sit and/or stand for extended periods of time while performing core job functions. Repetitive motions to include typing, sorting and filing. Light lifting and carrying of files and business materials. Ability to read and comprehend both written and spoken English. Communicate clearly and effectively.
