Summary

Conducts NYPA's financial and accounting operations. Prepares, collects, and interprets financial information. Prepares budgets, reports, forecasts, and statutory returns. Conducts financial analyses of proposals, investments, and fund sources. Manages the organization's taxation affairs, manages cost accounting systems and cash flow. Controls treasury and ensures compliance with regulatory standards. This job family also includes jobs responsible for accounting administration activities such as accounts payable, accounts receivable, credit, collections, billing, and invoicing.

Treasury manages NYPA's financial resources in order to help meet the NYPA's business objectives. The Treasury Unit is responsible for the day-to-day cash management, investments and hedging, issues debt to finance capital projects and manages existing debt, and evaluates loan requests. Treasury strategy includes making effective use of cash and other financial instruments, and ensuring enough cash is available for upcoming obligations. Manages a variety of different internal and external risks, including, interest rate risk and operational risk. Other areas of focus include the effective use of technology, as well as keeping up to date with regulatory requirements and ensuring compliance. #LI-AE1

Responsibilities

  • Oversees NYPA's fixed income portfolio according to standards established in NYPA's Investment Guidelines.
  • Monitor and analyze fixed income market trends, interest rate movements and domestic economic forecasts with the objective of optimizing investment income and meeting cash flow requirements while preserving principal.
  • Portfolio management of NYPAs debt programs
  • Provide back-up support, as necessary to the Manager, in the administration of NYPA's debt and derivative programs.
  • Prepare monthly, quarterly, and annual reports as needed for submission to Senior management and/or various State and Public oversight agencies.
  • Prepare annual budget forecasts and monitor Treasury budget variances quarterly.


Knowledge, Skills and Abilities

  • Proficient in Microsoft Office Suite (Word, Excel, PowerPoint) and other work-related systems: Bloomberg System, Treasury Management System (Kyriba), Geneva, SAP, internet banking systems.
  • Excellent verbal and written communication skills.
  • Comfortable in the face of ambiguity, identify key factors and reach a supportable conclusion.
  • Deep ability to identify and resolve problems with minimal supervision.
  • Deep problems that require creative solutions experience.
  • Deep degree of attention to detail is strongly desired.


Education, Experience and Certifications

  • Bachelor's degree is required.
  • MBA or advanced degree/certification preferred.
  • Certified Treasury Professional preferred.
  • Minimum 6 years of demonstrated experience in a treasury or finance or corporate function is preferred.
  • Experience with utility or government sector is preferred.


Physical Requirements

The New York Power Authority is committed to providing fair, competitive, and market-informed compensation. The estimated salary range for this position is: $123,000 - $169,400. The salary offered will be determined based on the successful candidates' relevant experience, knowledge, skills, and abilities.
