Full Job Description
Torch Technologies is seeking a qualified Lead Program Analyst to work alongside an experienced team of professionals that support material procurement for the Government Program Lab Managers. In this role, you will serve as the primary team lead managing across multiple defense programs, partnering with government leads and contractors leads to oversee material acquisitions, reporting, and training. The ideal candidate will combine strong operational oversight with proven leadership capabilities to optimize procurement processes, ensure contract compliance, and drive program performance across multiple labs, contracts and government customers.

Key Responsibilities:

  • Procurement & Material Oversight: Direct material requisitioning, tracking, and logistics support initiatives across multiple technical laboratories and multiple contracts.
  • Baseline & Commitment Management: Partner with government program leads and lab managers to establish material baselines, monitor program commitments, and ensure procurement execution aligns strictly with schedule and mission requirements.
  • Communication: Develop, curate, and present briefing materials, procurement statuses, and operational metrics when requested by leadership.
  • Process Leadership & Mentorship: Establish best practices for lab procurement operations, streamline analytical workflows, and provide functional guidance to junior program analysts and support personnel.


Job Requirements:

  • US Citizenship.
  • Bachelor's degree in Business Administration, Supply Chain, Logistics, Management, or a related discipline.
  • Minimum of 5 years of experience in program analysis, procurement management, or logistics operations within a government/defense contracting environment.
  • Exceptional written and verbal communication skills with a proven track record of managing high-stakes customer relationships and leading cross-functional task efforts.
  • Proficient in all aspects of the Material Procurement Lifecycle to include quoting, requisitions, purchasing, & receiving.
  • Highly detail-oriented with demonstrated capability to prioritize multiple competing deadlines in a high-tempo program environment.
  • Must possess and maintain an active Secret security clearance (or higher) to access classified information.


Preferred Qualifications:

  • In-depth knowledge of DoD/military service procurement regulations, material acquisition procedures, and execution processes.
  • Experience supporting program & procurements in a Hardware-in-the-Loop (HWIL) or complex missile laboratory operations.
  • Experience in Material Funding & Expenditure Tracking.
  • Experienced in BOE Material Development and Reviews.
  • Master relationship with Vendors & CHESS/Acquisition Documentation.
  • Proficient in Government Property Receiving & DD250s.
