You will architect negotiation strategies, manage complex contracts, and mitigate company risk through expert legal and commercial analysis. Manage high-impact procurement portfolios and strategic project initiatives with full autonomy.
You will have experience working in procurement of IT equipment and be knowledgeable over strategic agreements including software licensing agreements. This involves compiling and analyzing statistical data to determine feasibility of buying products and to establish price objectives, approving and qualifying vendors, obtaining quotes, examining bids and making awards. You will be involved front end with proposal efforts from inception to award as well as supporting the procurement team during execution. This entails tracking procurement proposal efforts, working with the technical community on the sourcing aspects of proposals, leading the pricing initiatives and strategic structuring of agreements as well as follow up on all awards through completion of order, negotiate with suppliers and analyze suppliers' operations to determine factors that affect prices and to determine lowest cost consistent with quality, reliability, and ability to meet required schedules. You will review proposals, negotiate prices, select or recommend suppliers, analyze trends, and maintain necessary records.
You will serve as a lead expert, driving process improvements and influencing organizational change through clear communication with internal and external stakeholders. This role requires advanced professional judgment to apply supply chain theories, mitigate risk, and mentor team members while ensuring strict policy compliance.
Essential Functions:- Proposal Strategy & Analysis - Performs fundamental sourcing, terms and agreement negotiating, pricing (including supplier financial analysis evaluations), and adherence to certified proposal compliance regulations.
- Procurement Execution- Performs fundamental procurement activities including acquisition of materials, components and services at realistic and competitive prices, which meet schedule, safety and quality standards.
- Perform price/cost analysis- use multiple analysis techniques to determine if pricing is fair and reasonable and document analysis results.
- Negotiation- develop negotiation strategies and lead supplier negotiations.
- Contract Administration and Project Management- Administers complex contracts and manages them through the project life cycle.
- Relationship Management- Establishes strong partnership with the internal L3Harris customers to understand the business needs and objectives.
- Performance Management- Use performance data to track and analyze vendor performance, generate reports as required, provide operational oversight, assess and execute penalties or incentives per contract terms. Identify issues and opportunities and provide recommendations for performance improvement and, when necessary, implement action plans accordingly.
- Ability to obtain a FAA Public Trust clearance.
Qualifications:- Bachelor's degree and a minimum of 9 years of prior relevant procurement experience. Graduate degree and a minimum of 7 years of prior related procurement experience. In lieu of a degree, a minimum of 13 years of prior related procurement experience.
Preferred Additional Skills:- 4 to 7 years of government buying experience and familiarity with FAR/DFAR and AMS requirements.
- Ability to engage with suppliers and turn around procurement/proposal actions within a very tight timeline.
- Highly motivated with an adaptive mindset while maintaining keen management over details and the ability to keep various functions internally/externally organized.
- Experience working with FAR Requirements and Government Purchasing.
- Experience creating and managing long term agreements.
- Experience placing PO's for server/software licenses, IT equipment, electrical/mechanical components
