Summary

This position is part of the Defense Security Cooperation Agency. The incumbent will be responsible for managing regulatory compliance for military personnel actions, including assignments, promotions, separations, and the end-to-end processing of Joint awards. Resolves complex personnel issues while delivering expert technical advisory and quality reviews to staff and leadership.

As a LEAD HUMAN RESOURCES SPECIALIST (MILITARY) at the GS-0201-14 some of your typical work assignments may include:

  • Ensures that the organization's strategic plan, mission, vision, and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services.
  • Directs the execution and coordination of a variety of military personnel strength management programs.
  • Articulates and communicates to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion.
  • Coaches the team in the selection and application of appropriate problem-solving methods and techniques, provides advice on work methods, practices, and procedures, and assists the team and/or individual members in identifying the parameters of a viable solution.
  • Maintains expertise with career patterns and military specialties to ensure units are authorized the proper personnel for mission accomplishment.
  • Leads the team in identifying, distributing, and balancing workload and tasks among employees in accordance with established workflow, skill level and/or occupational specialization.

Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service:

  • providing authoritative guidance on military personnel assignments, transfers, promotions, separations, and applicable policies and procedures; managing and reviewing Joint military awards and decorations; processing award nominations, certificates, and supporting documentation; ensuring personnel actions comply with regulatory requirements; resolving complex military personnel issues; and providing technical guidance and quality review to staff, leadership, and management officials.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
