Lead Finance Manager

Position Overview

This position provides financial analysis, planning, forecasting, budgeting, and execution support for highly technical programs and projects. The selected candidate will perform detailed financial and manpower analysis, develop budget forecasts and funding profiles, support resource allocation decisions, and provide data-driven recommendations to Government stakeholders. This role will assist with long-range financial planning, monitor financial performance, identify resource gaps, and support effective program execution through comprehensive budget management and analysis.

Required Qualifications
  • Bachelor's degree and 10+ years of relevant experience; OR Master's degree and 8+ years of relevant experience; OR PhD and 5+ years of relevant experience.

Experience
  • Demonstrated ability to conduct comprehensive budget and data analysis to support financial planning and execution activities.
  • Extensive experience utilizing manpower and budgetary databases, including Automated Budget Interactive Data Environmental System (ABIDES), interlink Resource Management Information System (iRMIS), and Program Budget Execution System (PBES).
  • Deep knowledge of the Planning, Programming, Budgeting, and Execution (PPBE) process and its application to resource allocation and financial decision-making.
  • Proven success proactively managing tasks and collaborating effectively with stakeholders at all organizational levels to achieve strategic objectives.
  • Exceptional organizational, written, verbal, and interpersonal communication skills with the ability to convey complex financial information and build consensus.
  • Experience researching, analyzing, and evaluating financial and manpower data from Government systems and databases to identify trends, anomalies, and resource gaps.

Preferred Qualifications
  • Experience supporting Department of War financial management activities, resource planning, budget execution, forecasting, and program portfolio management. Experience briefing senior leaders and stakeholders on financial performance and resource requirements. Department of the Air Force financial management experience and knowledge of ABIDES and iRMIS preferred.

Key Responsibilities
  • Provide financial planning, programming, budgeting, forecasting, and execution support.
  • Conduct detailed budget, manpower, and financial analysis for technical programs and projects.
  • Research and evaluate financial and manpower data from Government systems, databases, and records.
  • Identify financial trends, anomalies, funding shortfalls, and resource gaps.
  • Develop long-range financial plans, budget forecasts, and multi-year funding profiles.
  • Monitor execution of approved financial plans and recommend corrective actions as needed.
  • Support Planning, Programming, Budgeting, and Execution (PPBE) activities.
  • Prepare financial documentation, analyses, reports, and executive briefings.
  • Provide recommendations supporting resource allocation and funding decisions.
  • Track financial performance metrics and support fiscal accountability efforts.
  • Collaborate with program managers and Government stakeholders to align resources with mission requirements.
  • Ensure financial management activities comply with Government guidance and contractual requirements.
