Title: Lead Data Architect

Location: Remote / Hybrid (On site-visits to the DMV location as required by contract)

About this position: The Lead Data Architect serves as a senior technical authority responsible for leading data architecture, analytics engineering, and advanced data science initiatives across the program. This role is central to defining and delivering modern, integrated data solutions aligned with enterprise objectives.

The Decennial Transformation and Application Modernization (DTAM) project is a strategic initiative to transform the U.S. Census Bureau's Decennial Census Programs into a data-centric, cloud-smart IT environment supporting the 2030 Census and the American Community Survey (ACS). This effort focuses on modernizing and integrating applications and data systems, reducing technical debt and lifecycle costs, and enabling secure, scalable, near-real-time data processing and analytics to improve the speed, quality, security, and efficiency of census operations.

*This position is contingent upon contract award.

Salary Range: $130K - $165K - (commensurate with the candidate's skills, experience, location, and qualifications)

On a day-to-day basis, you will:
  • Lead and architect major data, analytics, and engineering initiatives supporting DTAM program objectives
  • Serve as a senior technical expert across multiple concurrent projects and workstreams
  • Design, develop, test, document, and maintain advanced analytics, data science, and data management solutions
  • Build and maintain complex data pipelines, integration workflows, and data processing architectures
  • Develop and evaluate algorithms, statistical models, and machine learning solutions
  • Support enterprise data governance including data quality, lineage, metadata, retention, and compliance
  • Collaborate with business and technical stakeholders to translate mission needs into scalable data solutions
  • Produce technical documentation, architecture artifacts, and solution deliverables
  • Evaluate system and analytical performance and recommend improvements to enhance program outcomes
  • Potentially provide technical oversight or supervision of junior data staff or analysts


Required Education/Qualifications:
  • 10-14 years of experience in data architecture, data engineering, advanced analytics, or related technical disciplines
  • Demonstrated experience leading large-scale data or analytics initiatives in complex environments
  • Deep understanding of enterprise data architecture concepts and modern data ecosystems
  • Experience applying advanced analytics, machine learning, or data science methodologies
  • Strong background in data integration, pipeline development, and data management practices
  • Experience with data governance, metadata management, and data quality frameworks
  • Ability to develop technical documentation and communicate complex concepts to technical and non-technical stakeholders
  • Experience working in on-prem, cloud, or hybrid environments


Preferred Qualifications:
  • Certifications:
    • AWS Data Analytics or Machine Learning Certifications
    • Microsoft Azure Data Engineer or AI certifications
    • Google Cloud Data Analytics or Professional Data Engineer certification
  • Experience supporting federal government or large-scale mission-driven programs
  • Exposure to AI/ML technologies including generative AI and large language models
  • Experience with data privacy and security approaches (e.g., federated learning, differential privacy)
