The Air Force Civilian Service (AFCS) is looking for 2 Full-Time Lead Contract Specialist, NH-1102-03 to work for the 45th Contracting Squadron at Patrick SFB in Cocoa Beach, FL
SALARY RANGE: $76,463 - $118,204 without locality.
"If your current basic salary is within the band, but above the stated Value of Position "VOP", your basic salary will not be reduced if you are selected for the position."
45 CONS Launch and Range Support Flight is seeking a Non-Supervisory Team Leader to manage workload and mission success for PEO level service contracts supporting at Cape Canaveral Space Force Station.
Experience with cost contracts is preferred. Unlimited Warrant is required within 12 months. 45 CONS offers warrant board prep training sessions and will work with you towards your next career step.

Qualifications/Requirements:
You will serve as a Team Lead and unlimited warranted contracting officer and for their respective program. Provides business advise and performs all preaward and postaward functions for a wide variety of highly specialized procurements of significant importance to the agency or multiple agencies using a wide range of contracting methods and types. Procure services, commodities, and/or construction for complex and/or diversified programs such as Program Executive Officer (PEO) programs; Acquisition Category (ACAT) rated programs; enterprise-wide strategic sourcing initiatives or programs affecting strategic national objectives; research, development, production, operational test and evaluation, sustainment of extensive specialized equipment or systems, state-of-the-art systems and/or programs and equipment that are not well defined or span successive program stages.
U.S. Citizenship Required.
Must be able to obtain and maintain a Secret clearance.

Employee must within 30-days of assuming this position and by 31 October annually thereafter, files an OGE-450, "Confidential Financial Disclosure Report." Employee is required to attend annual ethics and procurement integrity training.
The employee must meet the continuing acquisition education requirements IAW DoDI 5000.66 para E2.2.8.
Knowledge, Skills and Abilities:
Knowledge of a full range of Federal contracting laws, executive orders, regulations, principles, policies, procedures, methods, techniques, and contract types applicable to pre-award and post-award actions for a variety of complex and/or diversified services and commodities.
Knowledge of the business environment (e.g. economic trends, awareness of commercial/industry business practices, standards, mergers, and acquisitions) applicable to program and technical requirements in order to recognize potential programmatic/contractual impacts, and knowledge of the methods and techniques of fact-finding/market research.
Knowledge of the principles, methods, and tools used to assist in risk identification, assessment, and mitigation including assessing the probability and consequences of potential problems and their solutions.
Knowledge of formal source selection methods, policies, and procedures; contracting negotiation, administration, and termination principles, policies, procedures, and technical requirements; and knowledge of price and cost analysis sufficient to review proposals against previous history, actual and estimated expenditures, and established and approved rates to determine price reasonableness or to determine a negotiation position.
Ability to identify problems, determine accuracy and relevance of information; use sound judgment to generate and evaluate alternatives, and make recommendations; makes sound, well-informed, and objective decisions applying precedents found in government contracting case law to specific contracting situations to ensure that legally binding contracting officer decisions are consistent, justifiable and will be upheld at appellate courts or boards; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals.
May be required to work overtime on an unscheduled or emergency basis.
May be required to travel by military or commercial aircraft in the performance of TDY assignments.
