Summary: Goldbelt Apex is seeking experienced Lead Business Analysts to provide leadership and hands-on oversight for embedded teams in a complex federal data governance initiative. Each Lead Business Analyst will supervise a small, focused team of Business Analysts, guide stakeholder engagement sessions, ensure rigorous capture and validation of metadata, and maintain high standards of documentation quality and compliance. This supervisory role combines technical business analysis expertise with team leadership to drive consistent execution across assigned workstreams. This position offers the opportunity to lead critical data-related efforts in a collaborative, high-retention organization committed to professional excellence and meaningful federal mission support. *This role is based in Falls Church, VA with possible telework. Responsibilities Essential Job Functions: • Lead and supervise a team of Business Analysts, providing guidance, mentorship, and performance oversight to ensure consistent application of methodologies and standards. • Oversee the planning and execution of recurring in-person and virtual stakeholder sessions to elicit metadata, validate information, and document governance attributes. • Ensure comprehensive and accurate capture of technical and business-context metadata, data flows, lineage, stewardship details, and associated regulatory information. • Conduct quality reviews of team outputs, perform real-time validation during engagements, and resolve discrepancies in collaboration with data owners, stewards, and subject matter experts. • Apply lessons learned from initial waves to improve processes, efficiency, and quality in subsequent engagements. • Coordinate team activities, track progress against milestones, and report status, risks, and issues to senior project leadership. • Facilitate cross-team knowledge transfer and alignment with broader governance objectives. • Maintain detailed records of sessions, deliverables, and decisions using approved tools with appropriate version control. • Ensure all team activities comply with federal regulations, privacy standards (e.g., HIPAA), and security policies. Qualifications Necessary Skills and Knowledge: • Advanced proficiency in business analysis techniques, stakeholder facilitation, and metadata elicitation in regulated environments. • Strong leadership and supervisory skills to motivate teams, delegate effectively, and resolve conflicts. • Excellent analytical abilities to ensure data accuracy, completeness, and adherence to governance standards. • Clear written and verbal communication for documenting complex information and briefing leadership. • Ability to manage multiple priorities, balance hands-on work with oversight responsibilities, and adapt to evolving requirements. Minimum Qualifications: • Bachelor's degree in Business Administration, Information Technology, Data Science, or a related field. • Certified Business Analysis Professional (CBAP) or Certified Data Management Professional (CDMP) certification (preferred at time of hire; required within first year if not held). • Minimum 8-10 years of progressive business analysis experience, including at least 3-5 years in a lead or supervisory capacity on federal, healthcare, or regulated data initiatives. • Demonstrated success leading teams in stakeholder engagement, metadata documentation, quality validation, and governance-related activities. • Proven ability to oversee embedded or client-facing work, ensure deliverable rigor, and maintain compliance with federal standards. • Active Secret security clearance (or eligibility) at the level required for federal access. Preferred Qualifications: • Experience leading business analysis efforts in federal data governance or health IT programs. • Familiarity with data modeling, metadata standards, data lineage concepts, and quality assurance processes. • Prior supervisory experience managing small teams (3-5 analysts) in distributed or phased project environments. • Knowledge of federal compliance frameworks and stakeholder facilitation in complex organizational settings.
