Job Summary As the Lead Angular Developer, you will provide senior technical leadership for development and administration of the Angular applications and supporting environments managed by Minnesota IT Services (MNIT) in partnership with the Minnesota Pollution Control Agency (MPCA). You will provide technical strategy, planning, architecture, research, analysis, design, development, implementation, diagnostics, and management of all technical aspects of agency websites and web applications. This Lead Angular Developer will work closely with colleagues to ensure a highly stable, quality environment for Angular applications. A high level of knowledge of the existing technologies, development standards, software development life cycle (SDLC) methodologies, and technical industry best practices will also be required. This position will be involved with the most complex and critical systems at the MPCA.
This position requires an employee to be onsite at520 Lafayette Road North, Saint Paul, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location. Telework for Minnesota IT Services is available on a limited basis. Employees will be required to meet current telework eligibility requirements.
Qualifications Minimum Qualifications Candidates must clearly demonstrate all of the following qualifications in their resume. Resume tips here. : Position requires a minimum of five (5) years of IT related experience in development, implementation, operation, and maintenance of Angular applications/projects.
Experience must include:
- Experience writing highly complex web applications in Angular.
- Experience working in highly complex systems of critical importance to the enterprise.
- Experience providing leadership to team members to support effective collaboration.
- Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.
- Customer service skills that include active listening, empathy, and problem-solving.
A master's degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelor's degree substitutes for two (2) years, OR an IT related associate's degree substitutes for one (1) year.
Strongly Preferred Qualifications - Extensive experience with modern Angular development (Angular 16+), including Signals, stand-alone components, and lazy loading strategies.
- Demonstrated, high - level expertise in core web development technologies, including advanced proficiency in HTML, CSS, and JavaScript; the ability to design and implement accessible, standards - compliant, and responsive user interfaces; and a proven record applying deep technical knowledge to troubleshoot, refine, and optimize complex web solutions within an enterprise environment.
Preferred Qualifications - Demonstrated experience providing technical leadership, including mentoring developers, performing code reviews, contributing to architectural decisions, and developing, maintaining, and enforcing coding standards-while actively fostering teamwork, building consensus across diverse perspectives, and guiding multi - team groups toward shared technical direction and consistent implementation practices.
- Experience architecting complex enterprise Angular applications, ensuring solutions align with industry best practices, accessibility standards, and established development guidelines, and contributing to the consistency and long-term maintainability of front - end architecture across teams.
- Demonstrated expertise using Git and GitHub in enterprise development environments, including advanced branching and merge strategies, peer - review workflows, and repository governance; and hands - on experience configuring and maintaining GitHub Actions pipelines to support automated builds, testing, and deployment processes.
- Demonstrated experience managing a large portfolio of complex Angular applications, including maintaining consistency across application architectures and upgrades; overseeing and evolving shared libraries of reusable code; coordinating regular update cycles; and effectively delegating development tasks to team members to ensure alignment, quality, and timely delivery across multiple teams.
- Demonstrated expertise in modern testing practices, including developing and maintaining comprehensive unit tests and end - to - end (e2e) test suites; applying established testing frameworks and patterns to ensure reliability and prevent regressions; and integrating testing practices into ongoing development cycles to support high - quality, maintainable, and resilient Angular applications.
