Summary

You will serve as a Lead Accountant for the Command's Navy Enterprise Resource Planning (ERP) Business Office (NBO) of NAVAL AIR SYSTEMS COMMAND.

Duties

Help

  • You will participate in and leads team efforts to represent and advocate for the operational requirements of the NAVAIR Finance community to optimize the services provided by Navy ERP.
  • You will lead supporting team members and works closely/collaboratively with subject matter experts (SMEs), who are representative of the numerous and varied functional communities served by Navy ERP's Finance capabilities.
  • You will collaborate with professional peers representing other Navy Systems Commands to ensure NAVAIR's particular operational requirements and priorities receive appropriate consideration and are properly represented in Navy ERP software.
  • You will perform business analyses and planning in collaboration with users to facilitate integration of these new releases and software enhancements into the Financial Module.
  • You will participate with other NBO functional team leads and the Finance Team Lead in continuing/comprehensive assessment of NAVAIR's utilization of Navy ERP assets.
  • You will ensure reporting seniors and Finance community managers are informed of quantitative measures of program efficiency/effectiveness in supporting mission-essential operations.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.


Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialize experience at or equivalent to the GS-11/ NH-02 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilize integrated financial management systems (specifically Navy ERP or SAP based) to execute business processes, maintain system integrity, and optimize financial workflows; 2) Demonstrate knowledge of financial accounting policies, laws and regulations to develop systemic solutions, execute business processes, and maintain audit readiness; 3) Conduct complex analyses of financial execution data, identify the root cause of systemic variances, and implement corrective actions to ensure reporting accuracy; 4) Translate complex financial data into actionable guidance, present findings, and deliver clear policy recommendations to command leadership.

Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:

  1. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
    OR
  2. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include oneof the following:
    1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
    2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
    3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
