Full Job Description
THE OPPORTUNITY

PROtect is hiring a Compliance Manager or Director to lead regulatory compliance program management across a portfolio of LDAR and BWON client sites. This will be both a client-facing and internal role, technically substantive role that sits at the center of PROtect's service delivery - you will be the subject matter expert our clients rely on to navigate complex regulatory requirements, manage consent decree obligations, and ensure their compliance programs are built to withstand EPA enforcement scrutiny.

The title - Manager or Director - will reflect your experience and the scope of responsibility you step into. Either way, this is a high-visibility role with direct exposure to PROtect leadership and significant growth potential as the company expands.

WHAT YOU'LL DO

Regulatory Compliance Management
  • Serve as the primary compliance advisor for a portfolio of refinery and chemical plant clients operating under LDAR, BWON, and NSPS QQQ requirements
  • Interpret and apply EPA regulations including NSPS Subparts VV, VVa, VVb, OOOO, OOOOa, OOOOb, Appendix K, Subpart H, MACT, HON, and permit-specific requirements
  • Review and assess client LDAR and BWON monitoring plans, ensuring programs are current, accurate, and defensible
  • Support the development and implementation of written LDAR monitoring plans, QA/QC programs, and regulatory submissions
  • Identify compliance gaps proactively and develop corrective action recommendations before they become enforcement findings

Consent Decree Management
  • Lead or support active EPA and DOJ BWON consent decree implementation programs from negotiation through ongoing compliance
  • Manage implementation timelines, milestone tracking, and stipulated penalty avoidance programs
  • Coordinate enhanced monitoring programs, facility-wide OGI surveys, NDE assessments, and closed vent system inspections required under consent decree terms
  • Maintain all consent decree documentation and reporting obligations with precision and on schedule

Client Program Support & Technical Services
  • Work alongside clients to continually improve their compliance programs - implementing efficiencies, reducing operational burden, and building sustainable long-term systems
  • Conduct third-party LDAR and BWON audits and provide written findings and corrective action plans
  • Support the development and deliver BWON and LDAR training for client personnel and PROtect staff

OGI & Appendix K Program Support
  • Support Appendix K OGI program design, implementation, and ongoing compliance for client facilities transitioning from Method 21 programs
  • Understand and communicate the operational and compliance advantages of Appendix K OGI versus traditional Method 21 monitoring
  • Coordinate with PROtect's field OGI teams to ensure survey protocols, documentation, and reporting meet regulatory and consent decree requirements

Internal Collaboration & Growth
  • Collaborate with Directors, Operations Managers, and field teams to ensure field execution aligns with regulatory requirements and client expectations
  • Use PROtect's SHIELD Analytics platform to monitor program KPIs, generate compliance reports, and identify early-warning compliance risks
  • Contribute to business development efforts including proposal development, scope of work writing, and client presentations
  • Mentor junior compliance staff and contribute to PROtect's overall compliance knowledge base

WHAT YOU BRING

Required
  • 5-8+ years of hands-on experience in LDAR compliance, fugitive emission monitoring, or BWON compliance at refineries or chemical plants
  • Deep working knowledge of EPA LDAR and BWON regulations - you know the rule language, not just the summary
  • Experience managing or supporting EPA consent decree implementation program or similar
  • Demonstrated ability to interpret complex regulatory requirements and communicate them clearly to both technical and non-technical audiences
  • Strong written communication skills - you write clear, accurate, and audit-ready compliance documents
  • Comfort working directly with refinery and chemical plant EHS managers, plant managers, and regulatory agency representatives
  • Willingness and ability to travel up to 50% to client facilities across the United States
  • Bachelor's degree in Environmental Science, Chemical Engineering, Industrial Hygiene, or a related technical field - or equivalent field experience

Preferred
  • Deep expertise of LDAR database Management with regulation
  • Experience with BWON NSPS QQQ compliance, and Waste Management Unit (WMU) inventory programs
  • Familiarity with Appendix K OGI program requirements and the Alternative Work Practice (AWP) framework
  • Experience with LDAR database platforms such as GuideWare™ or SkyBridge
  • Prior experience with EPA or DOJ enforcement actions, consent decree negotiations, or agency audits
  • Certified OGI Operator or experience supervising OGI field programs
  • Experience with TCEQ HRVOC requirements or state-specific LDAR programs
