Job Summary

This position is located in the Department of Buildings (DOB), within the Office of the Surveyor.

Duties and Responsibilities

Responds to the complex requests for subdivision of plats submitted by the public, development community or surveying community of the District, determining if a request for a subdivision is allowable by law. Reviews drafting jobs and surveying computations provided to the Office for completeness and accuracy and uses it to establish or amend geometric parameters of real property and determine the area of land for property being subdivided and/or for building permits to meet legal requirements. Assists and oversees lower-level Survey Analysts in their work and reviews work prior to being submitted to the DC Surveyor for signature. Assists and oversees lower-level Engineering Technicians in the preparation of more complicated building plats. Drafts draft building plats for building permits when necessary. Collects data, conducts research, computes and adjusts dimensions, square footage, angles, arcs, etc. and makes other changes including configurating roadways, areas and zoning with right of ways to existing land records using Geographic Information Systems (GIS) software and other techniques.

Assigns actual drawing to AUTOCAD Specialist and reviews work prior to submitting it to the Surveyor for signature. Ensures legislative plats such as street/alley closings, transfers of jurisdictions, highway plan eliminations, etc. are correctly platted and signed off by the Surveyor. Assembles, evaluates, and makes use of a variety of land record documents, including subdivision plats of record, deeds to real property, assessment and taxation information and identifies correct interrelationships among many documents, reviews several databases and determines the validity of the information available to accurately compute/identify outside boundaries of lots. Reviews deeds of property and interprets dimensions to construct a new map or to revise an existing map. Works with private surveyors to resolve conflicting issues, unclear deed calls or field measurements.

Qualification and Education

Degree: land surveying; or civil engineering with a surveying option/emphasis. The civil engineering major must have included at least 6 semester hours of surveying, 3 semester hours of land law, and 21 additional semester hours in any combination of the following: surveying, photogrammetry, geodetic surveying, geodesy, route surveying, remote sensing, cartography, survey astronomy, land information systems, computer-aided mapping, aerial photo interpretation, and survey analysis and adjustments.

Combination of education and experience -- courses equivalent to a major in land surveying or civil engineering as described in paragraph A, plus appropriate experience or additional education.

The basic requirements for this series may be fully satisfied by a current registration as a land surveyor in a State, territory, or the District of Columbia obtained by written examination. Such registration must have been obtained under conditions outlined in the National Council of Engineering Examiners (NCEE) Unified Model Law for Registration of Surveyors. Applicants wishing to be considered under this provision must show evidence of registration based on successful completion of the written examinations. Registrations granted prior to adoption of a registration law with qualification requirements equivalent to the NCEE Model Law by the State, territory, or District of Columbia are not acceptable under this option. To be considered equivalent to the NCEE Model law, registration laws must include the four options listed within the NCEE Unified Model Law in the section specifying "General Requirements for Registration" as a Professional Land Surveyor.

Collective Bargaining Unit: This position is covered under a collective bargaining unit represented by AFGE 2725 and you may be required to pay an agency service fee through direct payroll deduction.

Position Designation: The incumbents of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations, Suitability. This position is designated as Security Sensitive.

Residency Preference: When claiming residency preference, you are required, and must agree in writing, to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment. You will be required to present documents (proofs) to show District residency and failure to maintain bona-fide District residency for the seven-year (7-year) period will result in forfeiture of employment.
