Project Overview:The rapid growth of AI and digitalization is fueling unprecedented demand for data centers that require large, reliable sources of energy. In response to this market trend, the Renewables & Clean Power (R&CP) team have signed an early works contract to build one of the largest gas fired power generation facilities in the U.S.
This project is of significant scale and complexity, and our team is helping the customer progress early-stage development, that would lead to the start of full EPC delivery this year.
The candidate will locate on a long-term assignment to Cheyenne, Wyoming. This position is contingent upon project award.
Job Summary:The Labor Relations Representative supports project labor relations activities to ensure compliance with labor agreements, company policies, applicable laws, and project requirements. The position serves as a liaison between project management, craft professionals, labor organizations, subcontractors, and workforce services personnel to promote productive labor-management relationships, maintain workforce stability, and support successful project execution. Duties are consistent with responsibilities identified within workforce services and labor relations functional guidance.#LI-SM2
Major Responsibilities:Labor Relations Administration- Support administration and interpretation of collective bargaining agreements and project labor agreements.
- Maintain complete labor relations records, reports, and meeting documentation.
- Assist with workforce planning and staffing coordination activities.
- Coordinate labor sourcing and hiring hall activities as required.
- Monitor workforce trends and labor availability.
Employee and Workforce Relations- Interface daily with craft professionals, supervision, subcontractors, and labor organizations.
- Assist in resolving workplace concerns and labor-management issues.
- Support grievance administration and dispute resolution processes.
- Participate in workforce communication and engagement initiatives.
- May perform limited training to craft workforce or field supervision
Investigations and Compliance- Conduct or assist with investigations involving employee misconduct, work rule violations, and workplace concerns.
- Prepare investigation documentation and maintain appropriate records.
- Recommend corrective or disciplinary actions consistent with company policies and project requirements.
- Support labor compliance audits and workforce documentation reviews.
Workforce Mobilization and Staffing- Carry out hiring subject to approved workforce plans and craft requisition processes.
- Coordinate labor requirements with project leadership and workforce services.
- Assist with onboarding and mobilization activities, including workforce documentation and hiring coordination.
- Maintain staffing forecasts and workforce metrics.
Education and Experience Requirements:- Requires bachelor's degree (or international equivalent) in Human Resources, Labor Relations, Industrial Relations, Business Administration, Construction Management, or related field, and 8-10 years of relevant experience or 12-14 years of relevant work experience
Required Knowledge and Skills:Basic Qualifications- Working knowledge of labor agreements and labor law principles.
- Strong communication, conflict-resolution, and investigation skills.
- Proficiency with Microsoft Office applications.
Preferred Qualifications- Experience working in the Building Trades as a tradesperson/craft professional on projects governed by labor agreements.
- Experience in large industrial, power, energy, EPC, or construction projects.
- Experience working with union-represented workforces and building trades organizations.
- Knowledge of collective bargaining agreements, project labor agreements, and workforce mobilization processes.
- Experience conducting workplace investigations and grievance administration.
- Familiarity with BrassRing, SAP Employee Central, or workforce management systems.
- Bilingual - Fluency reading/writing/speaking Spanish and English.

Work EnvironmentPosition is based at a large construction project site and requires frequent interaction with craft professionals, labor organizations, project management, subcontractors, and client representatives in a fast-paced construction environment. Work hours may exceed 40 hours per week and require flexibility to work limited overtime and/or provide coverage for shifts other than day shift.
