BASIC FUNCTIONS: Under the supervision of the Labor and Employee Relations Counsel, the Labor Relations Manager is responsible for representing Senate management under the Legislature Employer-Employee Relations Act during all phases of any collective bargaining process by preparing for and supporting the Senate in negotiations and contract administration activities, and investigating grievances and complaints. This position is excluded under the Legislature Employer-Employee Relations Act.
DUTIES: The Labor Relations Manager analyzes and evaluates employee concerns and demands; investigates and issues recommendations regarding the disposition of any grievances; investigates unfair practice charges; meets with employee organizations; makes recommendations to Senate management regarding the interpretation and application of any labor agreements; and supports positive labor-management partnerships.
DESIRABLE SKILLS AND KNOWLEDGE: Candidates must have the ability to: establish and maintain cooperative relations and gain confidence of Senate employees, employee organizations, and Senate management; accurately secure, evaluate, analyze, and record facts; demonstrate strong writing, research, and analytical skills; handle stressful and/or sensitive situations with tact and labor-management diplomacy; employ good judgment and make sound decisions; exercise discretion and maintain confidentiality; supervise, train, and evaluate staff; and independently manage a substantial workload under strict deadlines (requiring working nights and weekends as necessary).
Candidates must have knowledge of: general principles and practices of labor-management relations and human resources; communications techniques for gathering, evaluating, and transmitting information; the collective bargaining process; administrative procedures and practices for processing grievances up to and including arbitration; the Senate's personnel rules and policies; and best practices of supervision and training.
EDUCATION AND QUALIFICATIONS: Bachelor's degree required. At least five (5) years of analytical experience in one or more of the following is required: resolution of grievances arising out of labor agreements; negotiation and/or preparation of labor agreements; participation in conciliation, mediation, or arbitration of labor disputes; consultation, meeting and conferring, and resolution of public sector employer-employee relations matters; and/or investigation and settlement of personnel- and labor relations-related complaints. LOCATION, SALARY AND FILING DATE: This position is located in Sacramento, CA and requires in person attendance .
The Senate's core business hours are 9:00 a.m. - 5:00 p.m., Monday through Friday, and may require after hours or weekend work.
Final salary will be commensurate with experience and education. Seniority and significant experience are required to reach the higher end of the salary range.
