The Air Force Civilian Service (AFCS) is looking for a Full-time Labor and Management Relations Specialist (ACDP) (NH-0201-02 T 03) to work for Air Force Materiel Command (AFMC) in the 72 ABW, at Tinker Air Force Base located in Oklahoma City, Oklahoma. Apply now!!! 2026 Salary Range ($40,736 - $138,370) yearly w/ locality Job Open Date: 7/23/2026 Job Close Date: 7/30/2026 Who may apply: All U.S. Citizens **NH-0201-02 T 03 can fill at either broadband level based on qualifications** The primary purpose of this position is to serve as a Human Resources (HR) Specialist under the direct guidance of a Senior HR Specialist, performing a variety of administrative duties in support of civilian Labor Relations programs for the Civilian Personnel Flight (FSC) located within the Air Force Sustainment Center at Tinker Air Force Base, Oklahoma. This position is intended to develop incumbents who can deal effectively with change and complexity within the Air Force environment as it relates to their career field; to perform the full range of administrative employee relations work, to apply the training and/or education received and complete developmental assignments and training outlined in the formal training & development plan. The full performance (target) level of this position is NH-03. Incumbent must meet all regulatory training requirements prior to promotion to the target grade. Utilizes knowledge in human resources and knowledge of other related fields of work to perform duties in support of conventional projects or portions of larger projects and programs under the guidance of a senior and/or lead HR specialist. Developing Labor and Management Relations Advisor: under the mentorship of a senior specialists, provides foundational assistance and consultation to management and supervisory officials. Learns to formulate and present legally sound advisory opinions by researching and applying the Federal Service Labor-Management Relations Statute, Federal Labor Relations Authority (FLRA) precedent, United States Code (USC), Code of Federal Regulations (CFR), and Department of War (DoW)/Department of Air Force (DAF) policies under technical oversight. Informs employees of their rights and obligations and assists in delivering training to assigned organizations to build advisory proficiency Requirements: - Obtain & maintain a security clearance Knowledge, Skills, and Abilities (KSA): 1. Knowledge of a wide-range of labor management relations concepts, case law, principles, practices, legal and regulatory requirements sufficient to perform detailed analyses to draw conclusions on difficult issues, problems and situations in order to advise managers on a wide range of issues. 2. Wide knowledge of Federal Human Resource Management (HMR) functions, theories and techniques and the basic relationship of various HMR disciplines sufficient to advise management and employees regarding rules, regulations, procedures on their obligations and entitlements. 3. Knowledge of legal research methods, information-gather techniques, and analytical capabilities sufficient to locate, interpret and analyze for applicability and appropriateness, precedent and substantive decisions, and/or legal opinions that various courts and administrative bodies have reached. 4. Knowledge and skill on conflict resolution techniques sufficient to interact in highly-charged, emotional situations which may arise due to delicate or highly contest case matters and determinations. 5. Proficiency in gathering facts and using effective analytical and evaluative methods to accurately assess information to produce legal and sound decisions and advisory services.
