Position Overview

Kiewit is seeking a Compliance Manager to join the I-10 Mobile River Bridge project team. In this on-site role, you will own the project's compliance program across equal employment opportunity, civil rights, insurance, and the obligations Kiewit carries for regulatory compliance, operating as the project's authority on what the contract and the governing regulations require.

Location

This position is based full time in our Mobile, Alabama project office.

Responsibilities

Prime contract and ALDOT compliance
  • Serve as the project's subject matter expert on the prime contract with ALDOT, interpreting compliance obligations and translating them into workable project procedures
  • Maintain and administer operational compliance procedures and assessments for the project, including a recurring self-assessment cycle
  • Prepare, review, and submit required reporting to ALDOT and other agencies, and serve as the project point of contact for agency compliance reviews and audits
  • Track contract flow-down requirements to subcontractors and confirm subcontractor adherence

EEO and civil rights compliance
  • Administer the project's EEO program, including posting requirements, applicant and workforce reporting, and goal tracking against contract and regulatory targets
  • Oversee civil rights compliance obligations attaching to the federally assisted work, including nondiscrimination assurances, DBE participation tracking and good-faith-effort documentation, wage and labor-standards compliance, and on-site interviews
  • Receive, document, and coordinate the response to discrimination complaints and related concerns raised on the project, partnering with Field HR, Legal, and Labor Relations
  • Prepare the project for and support EEO and civil rights compliance reviews conducted by ALDOT or federal agencies

Insurance compliance
  • Manage project insurance compliance, including certificate of insurance collection, verification, and renewal tracking for subcontractors and vendors
  • Confirm coverage types, limits, endorsements, and additional-insured requirements match what the contract and subcontract agreements require, and resolve deficiencies before work proceeds
  • Coordinate with Risk Management on claims documentation, enrollment obligations, and any wrap-up or controlled insurance program administration applicable to the project

Training verification and field assurance
  • Maintain the project's compliance training matrix: who is required to take what, by when, and with what refresher interval
  • Track and verify completion of required training for project staff, escalating overdue items to project leadership
  • Verify that training is being followed in practice through field observation, work-site walks, document and record spot checks, and employee interviews
  • Deliver refresher briefings, toolbox talks, and targeted coaching where verification identifies a gap between the training and the practice

Leadership
  • Rely on extensive experience and judgment to plan and accomplish the compliance goals of others within the project group
  • Plan and lead complex compliance projects that may span multiple disciplines and areas
  • Help lead project teams that include employees from outside the compliance function
  • Supervise and take responsibility for the development of direct reports
  • Advise and influence project leadership on compliance risk, and report program status to district and regional compliance leadership


Qualifications

  • Bachelor's degree in Business, Public Administration, Construction Management, Human Resources, or a related field preferred; equivalent experience considered
  • 5+ years of progressive compliance experience, preferably on heavy civil, transportation, or federally funded infrastructure projects
  • Working knowledge of EEO and civil rights requirements applicable to federal-aid highway construction, including Title VI, Executive Order 11246, DBE program requirements, and Davis-Bacon labor standards


Preferred Qualifications
  • Experience administering construction insurance compliance, including certificates of insurance, subcontractor coverage verification, and additional-insured requirements
  • Experience reading and applying prime contract terms and flowing requirements down to subcontractors
  • Experience conducting audits, assessments, or field verification and writing findings into actionable corrective actions
  • Experience with state DOT compliance reviews or agency audits strongly preferred
  • Proven ability to identify compliance gaps, communicate them upward, and drive them to timely resolution
  • Ability to maintain confidentiality while handling sensitive complaints and investigations
  • Excellent communication and customer service skills; able to influence without direct authority across craft, staff, and leadership
  • Strong analytical skills, organizational and time management skills, and the ability to manage multiple concurrent priorities
  • High level of proficiency with Microsoft Office applications, including Outlook, Word, Excel, and PowerPoint
  • Compliance certification (CCEP, SHRM-CP/SCP, or equivalent) a plus
