**This position is contingent upon contract award**.Evans is seeking a Journeyman Acquisition Specialist to join one of their growing contracts supporting the U.S. Navy. We are seeking someone to support development, coordination, and tracking of SBIR acquisition and program documentation. This role will augment staff by maintaining accurate program records, assisting in evaluation activities, and supporting procurement package preparation under the guidance of Senior Acquisition Specialists and Government PMs.
Location Details: This role is hybrid with on-site requirements up to 3 days/week at the Naval Air Station in Washington, DC. or Pax River, MD. - Assist in preparing procurement documentation for SBIR Phase I and II awards, including drafting SOWs, Acquisition Plans (APs), Acquisition Strategy Reports (ASRs), Procurement Initiation Documents (PIDs), funding documents, contract awards, agreements, and Acquisition Program Baseline Agreements (APBA); assembling PR package components, coordinating signatures, and updating trackers.
- Support evaluation events by preparing materials, scheduling reviewers, maintaining evaluation calendars, and documenting meeting notes.
- Update and maintain SBIR program data within PMDB, STAIRS, SharePoint/FlankSpeed environments, and local Government repositories.
- Track debrief requests and coordinate scheduling, documentation, and response routing.
- Support SBIR program reviews, PMRs, and internal planning meetings by preparing agendas, slide decks, and meeting summaries.
- Maintain program documentation libraries, SOPs, templates, and process guides.
- Provide administrative and analytical support for data calls, metrics reporting, and cross-SYSCOM information requests.
- Assist in maintaining compliance with Navy records management, CUI handling policies, and security protocols.
- Assess program procedures, practices, philosophies, and documentation for compliance with specifications, contracts, and mission requirements.
- Attends, participates, supports analyzes, provides input, develops, prepares and reports on briefs, point papers, reports, correspondence, meetings, conferences, and review boards.
- Support Integrated Product Teams (IPTs).
Requirements
- Active DoD Secret clearance (or ability to obtain).
- Bachelor's degree in Business, Finance, Supply Chain, or related field plus 3 years of experience. 6 years additional work experience may be substituted in lieu of a degree or an Associate's Degree plus 7 years' additional relevant work experience.
- 3-10 years of experience in DoD acquisition or contracting.
- Strong analytical, writing, and communication skills.
- Ability to manage multiple priorities in a fast-paced defense environment.
- Experience supporting federal acquisition, contracting, or program administration activities.
- Familiarity with SBIR/STTR processes or demonstrated ability to rapidly learn DoD acquisition tools and workflows.
- Strong organizational skills with the ability to track actions, documentation, and deadlines across multiple stakeholders.

CompensationSalary is determined by various factors, including but not limited to location, the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $113,000 to 127,000 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Evans's total compensation package for employees.
