Public Health Border Liaison

Job Summary:

The ADHS Public Health Border Liaison provides guidance and support to ADHS executive leadership, local public health partners, and the border health office on advancing public health initiatives. The position works under the general direction of the Assistant Director of Public Health Resiliency, Environment, and Policy. This position functions as a highly skilled and technical expert in the areas of leadership, policy development and analysis; strategic planning and direction; public health at the federal, state and local level; and external agency partner engagement and support. This position will collaborate with leadership and programs across the agency to support programmatic objectives that impact county, tribal, and cross-border public health - coordination and integration of public health program efforts to identify, monitor, control, and prevent adverse health events in border communities.

The position will develop and execute strategic initiatives for the Department; build and strengthen partnerships with urban and rural counties, tribal nations, and Sonora, Mexico health department leadership and programs, state agencies and community partners; participate in training and deliver presentations; participate in meetings with key stakeholders, counties, tribes, border health partners, and professional organizations; provide support in the development of emergency preparedness initiatives that support partners across the state and along the Arizona-Sonora border; and develop and implement action plans/ work plans. This position will work in partnerships with the other liaison positions focused on tribal relationships, school health, healthcare systems, community partners, and counties. This position will represent the Department with the U.S. Mexico Border Health Commission, the Arizona-Mexico Commission, and any other relevant opportunities that arise. This position will also participate in the ADHS Health Emergency Operation Center during real-world and exercises situations to support emergency preparedness, response, and recovery efforts.

Job Duties:

Responsibilities include:
• Develop and execute strategic initiatives for the Department; build and strengthen partnerships with urban and rural counties, tribal nations, and Sonora, Mexico health department leadership and programs, state agencies and community partners.
• Collaborate with leadership and programs across the agency to support programmatic objectives that impact county, tribal, and cross-border public health - coordination and integration of public health program efforts to identify, monitor, control and prevent adverse health events in border communities.
• Participate in training and deliver presentations; participate in meetings with key stakeholders, counties, tribes, border health partners, and professional organizations. Provide support in the development of emergency preparedness initiatives that support partners across the state and along the Arizona-Sonora border; and develop and implement action plans/ work plans.
• Provides direct supervision, strategic direction, and technical oversight to the Border Health Epidemiologist, ensuring accurate collection, analysis, and dissemination of cross-border health data and infectious disease surveillance data.
• Participates in the ADHS Health Emergency Operation Center during real world and exercises situations to support emergency preparedness, response and recovery efforts.
• Other duties as assigned as related to the position.

Selective Preference(s):
• Master's degree or higher in an applicable subject area, such as Public Health (MPH), Epidemiology, Public Administration, or a closely related field.
• 2+ years of experience managing professional personnel, preferably in technical or data- driven roles like epidemiologists or program specialists.
• Demonstrated experience working within cross-border, binational, or tribal public health frameworks (e.g., Arizona-Sonora border relations, U.S.-Mexico Border Health Commission).
• Proven experience collaborating with incident management systems or participating in Health Emergency Operations Centers (HEOC).
