Job Summary:

The Arizona Department of Corrections Rehabilitation & Reentry (ADCRR) is seeking a driven leader to join our team as the Emergency Management Administrator. Under the direct supervision of the Deputy Chief of Emergency Management, the Emergency Management Administrator will oversee emergency response planning, policy development, and inter-agency coordination for ADCRR. This role will assist in managing internal incident response procedures, Continuity of Operations Plans (COOP) updates, and multi-year training and exercise programs. They will represent ADCRR in statewide agency emergency management and public safety meetings and coordinate with our external partners.

Job Duties:

-Manages Incident Management Team operations to include response, reporting, and notification, policy development, equipment and software integration to emergency response activities
-Implements agency wide radio communications procedures and operations
-Provides technical advice on long range communication infrastructure planning to executive management
-Ensure State Prison Complexes, Contract Beds and ADCRR Central Office and peripheral facilities are in compliance with monthly, quarterly, and annual requirements and standard Emergency -Preparedness and Response
-Act on behalf of the Deputy Chief as required
-Manages ADCRR Security Operations Center administrator and sergeants to include response reporting and notification, law enforcement liaison, physical security and risk reassessment, FOIA database requests response, reporting distribution lists, automation transitions and procurement, policy development, equipment and software integration to emergency response activities
-Coordinates with other Law Enforcement agencies
-Reviews partner response plans for Agency integration
-Coordinates agency support through Memorandums of Understanding and AZ State Emergency and -Recovery Plan (SERRP)development
-Develops and provides Agency Strategic Planning documents in coordination with multi-jurisdiction partners
-Implements, coordinates, provides training, and monitors security based activities, committees, contracts, programs, and procedures
-Manage Warrant Services Unit
-Researches and/or coordinates research on security issues
-Assists in coordinating and managing multi-year integrated preparedness and support facility planners on executing joint community exercise and training events
-Engages in personnel training and analyzes outcomes and develops improvement plans
-Develops policies, technical manuals, emergency operations response plan, programs, and procedures
-Facilitates project teams, compiles and evaluates data and prepares correspondence and reports as appropriate
-Drives on State Business
-Other duties as assigned related to the position

Knowledge, Skills & Abilities (KSAs):

Knowledge of:

-The State of Arizona Emergency Response and Recovery Plan, National Response Plan, and the National Incident Management System, Incident Command System, applicable industry standards related to Emergency Management
-Local, State, and Federal emergency agencies and organizations
-Hazard mitigation techniques, theory, principles and practice of radio communication equipment capabilities and maintenance
-Program management communications in an emergency environment, public safety communications structure
-Correctional management and security practices

Skill in:

Pre-Employment Requirements:

Employment is contingent on the selected applicant passing a background investigation, drug test, and a medical/physical examination.

The license must be current, unexpired, and neither revoked or suspended. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
