Job Summary:

Under the general direction of the Roadway Design Team Leader, performs roadway design, engineering, and design team management activities, and directs and reviews design activities of roadway designers within the team. Reviews and evaluates engineering reports, studies and plans prepared by the project team, consulting design firms, and others. This position may be responsible for assisting in the development of project scoping and planning documentation, including ADA compliance documentation. As a Design Engineer, prepares and monitors project schedules and coordinates with other project team members regarding project development and reviewing and approving contractor initiated documents. This position is accountable for the development, review and sealing of complex and high quality engineering plans and documents for use in the construction of roadway projects in accordance with the ADOT Five Year Highway Construction Program.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Develops or oversees the development of roadway designs, construction plans, and details; including roadway geometrics, typical sections, pavement sections, superelevations, earthwork calculations, grading construction phasing, intersections, interchanges, turnouts, culverts, channels, safety barrier, curb, gutter, sidewalk, fencing, and walls complying with current design guidelines and policies. Attends project team meetings and perform duties with managing design teams conducting meetings, facilitating issue resolutions, coordinating with outside entities, develop and monitor a project's scope, schedule and budget. Facilitates scope changes and revisions to design, funding and schedule. Coordinates with Utilities, ROW, Environmental Planning, and facilitates plan revisions to accommodate clearances.

Develops or oversees the development of project earthwork calculations and reports, roadway cross sections, design calculations and reports, construction cost estimates, and special provisions for roadway design items. Actively participates in the pre-design project development stage, attending field reviews, providing roadway design expertise, and reviewing and providing comments/input to scoping documents. Provides post-design services for projects under construction. Reviews and recommends approval on shop drawings, construction change orders, and force account work orders.

Attend Staff Meetings, training, consults experts, researches publications, correspondence and other electronic information available to learn and implement current practices as it applies to design issues. Informally trains summer interes, EITs and new designers within the team on various roadway design methodologies and standards. May drive a state vehicle in the course and scope of state business. Reviews design plans, engineering studies, reports, estimates and special provisions developed internally and externally for completeness, accuracy, compatibility, and adherence to applicable design guidelines, standards and policies, and provides comment and assists with resolution.

Knowledge, Skills & Abilities (KSAs):

KNOWLEDGE OF:

  • Thorough knowledge of principles and practices of Civil Engineering as applied to the development, design construction and maintenance of the State Highway System. Thorough understanding of Federal and State regulations, policies, procedures and guidelines as applicable to the Project Development Process.
  • Techniques used in data collecting and computer applications, ADOT Roadway Design and Group procedures, standards and guidelines.
  • State statues, safety practices, methods procedures and techniques utilized in management of assigned resources consistent with ADOT Project Delivery and Operations Division.
  • Competent in the principles of public participation, consultant management/coordination, and project management/coordination.
  • Understanding of project budget development and admin.
SKILL IN:

  • Oral and written communication; project design and team management.
  • Experience in the use of Microstation applications, including but not limited to Open Road Designer (ORD) and connect.
  • Researching and interpreting a wide variety of highly technical data, analyzing and designing major highway related projects, listening and problem solving, personnel management, leadership and employee relationships, supporting and promoting the Arizona Management System initiative.
  • Computer application and computer aided analysis and design package utilization.
  • Google Workspace (Gmail, Drive, Calendar, Chat, Meets, Docs, Spreadsheets, Slides).
ABILITY TO:

  • Communicate clearly and concisely with a wide range of professional and governmental representatives and the public and the ability to respond to verbal and written questions from the public or governmental representatives.
  • Analytic and interpretive abilities to understand and apply complex state and federal regulations relating to highway development.
  • To analyze and evaluate a wide variety of engineering data and the ability to develop and implement appropriate standards, procedures and priorities for assigned work.
  • Effectively communicate in written and verbal form.
  • Conduct meetings and presentations to a variety of audiences and achieve consensus on key issues as necessary.
  • Independent thinking and to apply judgement in abstract situations.

Selective Preference(s):

Education includes a BS in Civil Engineering or closely related field and various employer training courses and seminars relevant to position.

Minimum 2-5 years of demonstrated highway and roadway design, including team leadership responsibilities.

Pre-Employment Requirements:

Arizona P.E Required. If Candidates have an out of state P.E Certification they will be required to meet registration requirements set forth by the Arizona Technical Board of Registration and attain an Arizona PE from the Board within 6 months of employment start date.

A valid driver's license is required if the incumbent is to be an authorized state driver - This position requires driving or the use of a vehicle as an essential function of the job, and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
