PROCUREMENT SERVICES SUPERVISOR

Job Summary:

The Department of Economic Security, Office of Procurement is seeking an experienced and highly motivated individual to join our team as a Procurement Supervisor. This role performs complex work and directs the full procurement lifecycle and contract management for the department, requiring independent and strategic judgment to direct end-to-end acquisitions for physical commodities and operational services. This position will oversee formal and informal solicitations, including pre-solicitation meetings and post-award conferences via the Arizona Procurement Portal (APP); Review evaluation committee documentation for consistency and make strategic recommendations for contract awards; Ensure Compliance & Finalization while overseeing the preparation and execution of final contract documents, ensuring all acquisitions are economical, effective, and legally compliant.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties: Essential Duties and Responsibilities include but are not limited to:
  • Team Leadership & Mentorship: Serve as a working supervisor and active mentor, fostering a collaborative, high-performance team environment while coaching staff on continuous process improvement.
  • Strategic Sourcing & Compliance: Provide expert guidance to procurement and program staff on complex sourcing methods, including RFPs, IFBs, RFQs, sole-source, emergency procurements, and other authorized exemptions.
  • Bid & Contract Oversight: Review and oversee the full evaluation cycle of vendor offers, leading negotiations, evaluating Best and Final Offers (BAFOs), and driving final award recommendations.
  • Policy Implementation: Support the Procurement Manager in developing and implementing departmental strategies, procedures, guides, and strategic plans to optimize agency-wide procurement operations.
  • Transaction Approvals & Documentation: Review and approve purchase orders, prepare intricate contract documents, and submit exemption requests for final managerial approval.

Knowledge, Skills & Abilities (KSAs):
  • Knowledge of:
    Public Contracting & Acquisition: Advanced principles of public sector procurement, contract administration, and full-cycle acquisition.
    Regulatory Compliance: Comprehensive understanding of the Arizona Procurement Code and relevant state/local procurement rules.
    Complex Commodities: Sourcing and managing highly technical goods and specialized services within the organization's scope of responsibility.
  • Skills in:
    Team Leadership: Hands-on supervision, mentoring, and directing the daily operations of a small, dedicated team.
    Project Management: Effectively balancing, prioritizing, and organizing multiple high-impact projects in a fast-paced environment.
    Communication: Exceptional time management coupled with clear interpersonal, written, and oral communication.
  • Ability to:
    Think Analytically: Perform high-level analytical work, dissect complex data, and forecast procurement needs.
    Problem-Solve: Diagnose complex operational bottlenecks and implement viable, cost-effective solutions.
    Build Relationships: Establish and maintain strong, collaborative partnerships with internal stakeholders and external vendors.

Selective Preference(s): The ideal candidate for this position will have:
  • Significant experience equivalent to at least two years as Senior Procurement Specialist or similar function.
  • Bachelor's degree in Business, Procurement/Purchasing, or related field.
    Professional certification, such as CPPO, CPPB, CPM or CPSM from a professional purchasing organization.
  • Other combinations of relevant experience, education, and training may be considered.

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period.
