RHTP Program Area Grants Analyst Office of the Director (OOD)

Job Summary:

Under the supervision of the Program Area Manager, the Program Area Analyst supports the implementation portfolio for an assigned Rural Health Transformation grant program initiative area. The position is responsible for supporting the RHTP strategic goals implementation plans and executing grant programmatic efforts in close coordination with stakeholders, under the guidance of the Program Area Manager. The Program Area Analyst provides direct monitoring of sub-recipients within the assigned portfolio, coordinates and monitors initiative-level milestones, prepares data inputs for CMS progress reports, and maintains documentation to support performance assessments and financial audits in accordance with HHS and CMS requirements.

This position is critical to sustaining the program's capacity for detailed oversight, accurate reporting, and audit readiness, ensuring that each initiative under the RHTP award meets its intended outcomes and complies with federal standards. The program Area Analyst provides technical assistance and administrative support to sub-recipients and partners, collaborates with fiscal and compliance teams to validate expenditures and ensure alignment with federal cost principles, and proactively identifies risks or delays for escalation to the Program Area Manager.

The position is grant funded and may be eliminated based on the availability of funding. Arizona's Rural Health Transformation Program is supported by the Centers for Medicare & Medicaid Services (CMS) of the U.S. Department of Health and Human Services (HHS) as a part of a financial assistance award totaling $166,998,955.92 with 100 percent funded by CMS/HHS. Major duties and responsibilities include but are not limited to:
• Support the management of the implementation portfolio for an assigned grant program area, including direct monitoring of sub-recipients within the portfolio.
• Maintain documentation to support sub-recipient performance assessments and financial audits in accordance with funder requirements.
• Coordinate and monitor grant program milestones, deliverables, and timelines. Support site visits and on-site monitoring activities as assigned.
• Execute programmatic efforts in close coordination with stakeholders and under the guidance of the Program Area Manager.
• Prepare data inputs and supporting materials for quarterly and annual progress reports.
• Provide technical assistance and administrative support to sub-recipients and partners to ensure timely delivery of program objectives.
• Collaborate with fiscal and compliance staff to validate expenditures and ensure alignment with federal cost principles.
• Proactively identify risks or delays within the assigned portfolio and escalate to the Program Area Manager.
• Other duties as assigned as related to the position (typically 5% - 10%)

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
• Working knowledge to support adherence to grant management policies, practices, procedures, guidelines, and requirements, including 2 CFR Part 200, CMS terms and conditions, and the HHS Grants Policy Statement
• General understanding of accounting practices and principles, including federal cost principles and budget-to-actual reporting

Skilled in:
• Interpersonal and collaboration skills with internal and external key stakeholders, including sub-recipients, contractors, and consultants
• Demonstrated project management capabilities
• Detail-oriented
• Demonstrated analytical and problem-solving skills, including basic data analysis in support of performance monitoring
• Strong communication skills (Written, oral, and presentation)
• Proficient in Microsoft Office (Excel, Word, and PowerPoint), Google Suite, and comfortable navigating new software products and applications

Ability to:
• Build relationships across diverse populations
• Manage multiple priorities and work effectively in a fast-paced, dynamic environment
• Organize and manage milestones, deliverables, and documentation across multiple work-streams
• Identify errors, inconsistencies, and risks in program and financial documentation
• Provide technical assistance to internal and external partners
• Work independently and collaboratively under the guidance of a supervisor

Qualifications:

Arizona driver's license.

Minimum:
• Bachelor's degree in a related field with 2 or more years in grants management, program operations, or other similar functions.

Preferred:
• Master's degree in a related field with 1-2 years experience in grants management, program implementation, or federal grant program administration.

Pre-Employment Requirements:
• Successfully pass fingerprint background check, prior employment verifications and reference checks; employment is contingent upon completion of the above-mentioned process and the agency's ability to reasonably accommodate any restrictions.
• Travel may be required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.) AND have an acceptable driving record for the last 39 months including no DUI, suspension or revocations and less than 8 points on your license. If an Out of State Driver License was held within the last 39 months, a copy of your MVR (Motor Vehicle Record) is required prior to driving for State Business. Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.
