We are seeking an Urgent Requirements Analyst to support the Joint Interagency Task Force 401 (JIATF 401) within the DART (Data, Analysis, Requirements, and Training) Directorate. JIATF 401 serves as the Department of Defense’s central hub for synchronizing and integrating Counter-small Unmanned Aircraft Systems (C-sUAS) efforts across the Joint Force, interagency partners, and allied forces.

In this critical role, you will be part of the Urgent Requirements team, managing the deliberate process to validate core operational capability needs. You will partner with effort owners to translate warfighter gaps into defined materiel and non-materiel requirements and shepherd these through the Joint Force Coordination processes to rapidly field state-of-the-art C-sUAS capabilities.

Responsibilities:

  • Serve as the primary Office of Primary Responsibility (OPR) during the Intake Phase to receive, analyze, and validate core operational capability needs from the warfighter.
  • Support the identification and prioritization of C-sUAS gaps across the full spectrum of Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, Facilities, and Policy (DOTMLPF-P).
  • Partner with Effort Owners to translate operational capability gaps into defined materiel or non-materiel requirements.
  • Develop, draft, and manage foundational capability and requirements documents.
  • Manage Joint Force Requirement Process (JFRP) items and serve as the primary interface for JRAC, JROC, and JICRs to ensure formal validation and approval.
  • Provide subject matter expertise to integrate C-sUAS capabilities into the Joint Planning Process and broader capability development strategies.
  • Prepare briefings, information papers, EXSUMs, and decision support correspondence. Represent JIATF 401 equities at senior-level briefings, forums, and conferences.
  • Answer Requests for Information (RFIs) from key stakeholders, including Congress, OSD, and interagency partners.
  • Collaborate with the Analysis Branch to translate modeling, simulation, and impact studies into actionable requirements.
  • Develop Assessment Plans and Data Collection Plans to capture objective performance metrics and user feedback during Operational Assessments (OA) and Utility Assessments (UA).
  • Use field feedback to ensure delivered capabilities meet required parameters, solve the original capability requirement, and refine future operational needs.

Qualifications:

Required:

  • Clearance: Active Secret clearance. With ability for TS/SCI.
  • Education/Experience: Bachelor’s degree with 10+ years of relevant experience; OR Master’s degree with 8+ years of relevant experience.
  • Military Staff Experience: Demonstrated Senior Military Staff experience (Joint Staff, OSD, COCOM, military service, service component command, or senior GO/FO headquarters staff).
  • Requirements, Strategic, or Technical Writing Expertise: Proven experience developing operational requirements, capability recommendations, and foundational documents in support of joint capabilities development processes, or experience writing plans, campaigns, or strategy documents at higher headquarters.
  • Counter-Unmanned System Mission Knowledge or broad knowledge across the Detect to defeat kill chain: Strong foundational understanding of C-sUAS or broader UAS, radar, imaging, Electronic Warfare, or communications technologies, system capabilities, and operational employment.
  • Strategic Planning: Demonstrated ability to apply the Joint Planning Process (or service specific processes) at the senior level, including operational planning, mission analysis, and executive-level briefings.
  • Communication: Exceptional ability to translate complex operational environments and capability limitations into actionable planning considerations and technical documentation. Experience operating within joint, interagency, and coalition environments.
