Position Description
Position Overview:

The ITS Network Manager will oversee the strategic management, design, and operation of the network infrastructure for Harris County Traffic Engineering & Operations. This position plays a critical leadership role in ensuring the stability, security, and performance of the County's ITS network systems, supporting key operations across various departments. The ITS Network Manager will manage a team of network professionals, provide technical guidance, and work collaboratively with internal stakeholders to maintain an efficient, secure, and scalable network environment. The ideal candidate will have strong leadership skills, an in-depth understanding of network architecture, and a proven track record of managing complex network infrastructure projects.
Job Duties:
  • Lead the design, implementation, and maintenance of the ITS network to ensure high availability and reliability of services. Oversee the installation, configuration, and management of network hardware, including routers, switches, firewalls, fiber infrastructure, and wireless systems. Work closely with partner agency ITS teams to ensure system integration and operational capabilities.
  • Manage and mentor a team of network administrators and technicians, providing guidance, training, resources, and professional development opportunities.
  • Led the development, implementation, and testing of disaster recovery (DR) and business continuity plans for network systems. Ensure the County's network infrastructure is backed up, secure, and capable of being restored quickly in the event of an emergency or disaster. Assist in coordinating disaster recovery efforts and ensure the availability of critical network services during post-storm or disaster recovery operations. Lead post-storm recovery operations of the HC ITS Network and Port Information Network.
  • Manage and oversee the Traffic Communications maintenance budget and contract for the Harris County ITS fiber network, ITS wireless network, and the Port Information Network.
  • Provide technical assistance during the design and construction phases of all Harris County signal projects and CIP projects involving ITS communications infrastructure.
  • Perform other duties as assigned.

Requirements
Education:
  • A Bachelor's degree in Business, Network Engineering, Computer Science, or a related field.

Certifications:
  • Must obtain and maintain a Transportation Worker Identification Credential within the first 90 days of employment in the position.

Experience:
  • A minimum of five (5) years of experience in network administration or network engineering.
  • A minimum of two (2) years in a supervisory or management role.
  • Experience managing complex network infrastructure projects and teams.
  • Experience in disaster recovery and business continuity planning for network systems.
  • Experience in budget contract management.

Knowledge, Skills & Abilities (KSAs)
  • Strong knowledge of networking protocols and technologies (e.g., TCP/IP, DNS, DHCP, VPN, MPLS, etc.).
  • Extensive experience with network hardware and software, including routers, switches, firewalls, and wireless technologies.
  • In-depth understanding of network security practices and tools, including intrusion detection/prevention systems, firewalls, device hardening, and VPN solutions.
  • Proven experience with network monitoring tools and performance optimization techniques.
  • Strong project management skills, with experience leading cross-functional teams and delivering network-related projects on time and within budget.
  • Excellent problem-solving, troubleshooting, and analytical skills.
  • Strong communication and leadership skills, with the ability to effectively manage and develop a team.
  • Ability to work well under pressure, prioritize tasks, and manage multiple projects simultaneously.
  • Valid Texas driver's license and Proof of Insurance.
  • Ability to remotely access, monitor, and troubleshoot the Harris County ITS Network and the Port Information Network.

Emergency Deployment & Continuity of Operations Requirement:

In accordance with Harris County's Continuity of Operations Plan (COOP) Policy, this position is subject to emergency response and deployment protocols. The employee may be designated as supporting a Mission Essential Function (MEF) and must:
  • Participate in the classification process of departmental staff based on MEF responsibilities.
  • Be available for temporary deployment to an alternative work location, role, or telework assignment during emergency events.
  • Confirm work assignments with their supervisor prior to reporting to any worksite during such events.
  • Remain flexible in assuming alternative duties as directed to support continuity of County operations.

Preferences
Education:
  • CCNA, CCNP training and/or certification.

Experience:
  • Eight (8) years of experience in network administration or network engineering.
  • Experience with MPLS, multi-area OSPF, GRE, VRF, and VLANs.
  • Project management, preferably in a network-related context

Knowledge, Skills & Abilities (KSAs):
  • Knowledgeable in Cisco IOS XE CLI.
  • Able to understand and interpret engineering drawings and plan sets for roadway construction projects.
  • Solid understanding of fiber optic infrastructure and wireless (LTE) transmission technologies.

General Information
Position Type, and Typical Hours of Work:

Full-Time | Regular | 40 hours per week.

Subject to early mornings, late evenings, weekends, and holidays at times, depending upon the project or workload.

Salary: Commensurate experience, based on 26 pay periods.

Physical Demands and Environmental Exposure:

Most assignments will be performed in an office, meeting, or operations command center environment, but some fieldwork may be required. Extended work hours may be required during the activation of disaster recovery operations for an unspecified length of time (varies based on the extent of the event).

This position requires bending, stooping, and lifting up to 25 lbs., frequent walking, standing, sitting, reaching, and ascending/descending stairs.
