Job Description
The supports the business operations of state agencies through a variety of services, including building management and maintenance, information technology, centralized contracting and procurement, budget and financial management, space planning and leasing, construction management, motor vehicle fleet operations, and oversight of the state retirement systems. This position is with the Agency Services area of DTMB.
This position serves as a first-line Information Technology Manager supporting Salesforce, CI/CD processes supporting Bridges/MI bridges applications, Application Lifecycle Management systems, and shared support tools in the Eligibility division within Agency Services supporting MDHHS. The position leads a cross-functional development team responsible for designing, building, testing, releasing, and supporting complex, high-impact applications that support the division's strategic goals. The manager plans and prioritizes work using Agile practices; acts as technical product owner, ensures solutions are secure, reliable, and compliant with State and Federal requirements; coordinates closely with business partners, program leadership, and external vendors; and hires, develops, and evaluates staff to deliver modern, user centered digital services that support timely and accurate eligibility decisions.
DTMB does not participate in STEM-OPT.

ITM 14 -- Position Description
ITM 14 IT Bonus:

This position may be eligible for a sign-on bonus of up to $3,500. Up to $1,750 to be paid upon new hire and the remainder to be paid after satisfactory completion of the initial probationary period (12-month period). This does not apply to current state employees.
Position Location/Remote Office: The office location is Lansing, MI. The State of Michigan is not able to offer employment to out-of-state applicants that do not plan to relocate. The Department of Technology Management and Budget currently offers a hybrid work option which requires two days working on-site at the official work location and three days of remote work per week.

Required Education and Experience

Education
Possession of a bachelor's degree with not less than 21 semester (32 term) credits in one or a combination of the following: computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, information assurance, IT project management or mathematics.

Experience
Three years of professional experience equivalent to an Information Technology Infrastructure, Programmer/Analyst or IT Project Coordinator P11 or one year equivalent to an Information Technology Infrastructure, Programmer/Analyst or IT Project Coordinator 12.
Alternate Education and Experience

Three years of experience as a computer programming supervisor or Information Technology
Supervisor may be substituted for the education and experience.
