Work Hours

8 a.m. to 5 p.m., 40 hour work week, Monday through Friday. May occasionally work evenings, weekends or holidays. Hours may change based on business needs.

General Description

We're looking for an experienced IT Technical Enterprise Architect to work in the IT division, serving as the Enterprise Information Technology (IT) counterpart to the Information Security Division's Security Architect. Work involves analysis, development, and standardization of the technology architecture for the Comptroller's Office. Collaborates with the technical teams throughout the organization and evaluates the overall technology portfolio to identify technology efficiencies, reduce technical debt, and improve agility and velocity to deliver solutions. Develops and manages roadmaps for consolidating, improving, and modernizing the agency's technology platforms. Evaluates all existing systems to identify duplicative functionality and recommends solutions that consolidates technologies, reduces costs, and standardizes security controls with highly robust and resilient system outcomes. Coordinates with other architects and other managerial and leadership roles to ensure system designs and improvements align with business needs and established security standards. Responds to various technology audits that requires technology enterprise architecture feedback and input. Processes and solves complex strategic technical problems with actionable plans that convey an understandable, consistent, and cost optimized technical direction. You will be the ¿go to¿ person that can handle the myriad of issues that may arise and work with all stakeholders involved to help overcome challenges and produce successful outcomes.

Minimum Qualifications
  • Graduation from an accredited fouryear college or university with a bachelor's degree in computer science, computer information systems, or management information systems.
  • Seven (7) years¿ work experience in technical roles involving the analysis, design and implementation of complex information systems
  • Three (3) years¿ work experience performing domain or enterprise architecture
  • Experience working directly with executive level managers


Preferred Qualifications
  • Experience leading system consolidation or system modernization efforts
  • Experience with cloud architecture including Amazon Web Services (AWS)
  • Experience designing and supporting systems that leverage artificial intelligence (AI)
  • Experience implementing systems that meet national security standards (e.g. NIST SP 80053)


Substitutions

One (1) additional year of the fulltime related experience in analyzing, designing and implementing complex information systems may substitute for each year (30 semester hours) of the required education with a maximum of 120 semester hours (four years).

Essential Job Duties:

Oversees the technology architecture for the agency
  • Leads the development, maintenance, and governance of the agency's enterprise architecture technology domain, ensuring alignment with agency's standards
  • Maintains multiyear technology roadmaps that align with State of Texas and agency strategic plans
  • Collaborates with other architects, business analysts, and product owners to ensure technology solutions align with business strategies, operational needs, and roadmap priorities.
  • Establishes, publishes and enforces technical standards for Solution Architects and application designers to ensure consistency, security and maintainability across systems.
  • Advises the Chief Information Officer and executive leadership on emerging technologies, modernization plans, and build/buy/retire decisions

Oversees the consolidation and rationalization of information systems and technology platforms
  • Leads routine activities to review the inventory of business applications and identify systems for consolidation, decommissioning, and/or expansion. Develops and maintains technology roadmaps to achieve the proposed enterprise architecture and ensure alignment with technology standards.
  • Defines targetstate platforms and integration patterns (APIs, identity, data exchange) that reduce point solutions eliminate duplication and/or enhance interoperability across the agency's technology system.
  • Coordinates and leads migration planning activities in collaboration with infrastructure, application, security, and business stakeholders to ensure seamless transition of systems and services, and minimize operational disruption.
  • Monitors and tracks legacy systems, and develops the plans to upgrade and/or replace those systems that align with enterprise architecture objectives

Oversees cost optimization analysis for technology spending
  • Conducts analysis of technology expenditures¿including licensing, cloud consumption, infrastructure, and contracts'to identify and quantify cost saving opportunities and provide recommendations that optimize agency technology investments
  • Develops totalcostofownership and alternatives analyses
  • Supports the Chief Information Officer by preparing technical analyses, cost estimates and architectural justifications for funding requests related to strategic initiatives that improve the agency's technology

Incorporates security into the enterprise architecture
  • Integrates security standards and common control baselines developed by the Information Security Division's Security Architect into enterprise platforms as inheritable common controls, ensuring consistent and compliant security implementation across all systems and applications hosted on those platforms
  • Implements the consolidated security tooling architecture defined by the Security Architect at the platform level, reducing duplicative controls, agents, and administrative overhead
  • Standardizes reference architectures and platform baselines so that identity, logging, encryption, and configuration controls are applied uniformly across platforms and inherited by consuming systems; collaborates with the Security Architect's to validate that implemented platform controls meet defined security baselines.

Builds technical expertise
  • Mentors technical staff and leads the development of enterprise architecture standards, patterns, and documentation to institutionalize knowledge and reduce reliance on external contractors.
  • Represents the agency in interagency workgroups.
