Education

ED: Graduation from a two-year program of study from a recognized post-secondary institution with acceptable specialization in computer science, information technology, information management or another specialty relevant to the position to be staffed.

Indeterminate incumbents in the IT group on December 9, 2021 who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT group.

Indeterminate incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. Experience

EX1: At least five (5) years of experience applying business analysis methodologies and practices (e.g., BABOK). Including but not limited to:
• Gathering and validating business needs through structured techniques (e.g., interviews, workshops, surveys).
• Analyzing, documenting, and decomposing business, functional, and non-functional requirements.
• Using models such as process flows, use cases, user stories, and data models to clarify requirements.
• Translating organizational objectives into business requirements and initiatives.
• Communicating complex* information effectively to both technical and non-technical audiences.

EX2: Experience providing strategic IT advisory services to clients and stakeholders, including analyzing business needs, recommending technology solutions, and supporting decision-making for IT initiatives.

EX3: Experience conducting financial analyses for IT initiatives (e.g., feasibility studies, cost-benefit analyses, budgeting/forecasting in support of project requirements).

* Complex refers to the following characteristics: multidimensional, sensitive, involving many stakeholders and competing requirements.
