Position Description: The Enterprise Logistics Management System (ELMS) is a major Department of Defense enterprise application supporting accountable property and logistics operations across all Defense Services and more than 50 Defense Agencies. ELMS manages over 80 million assets valued at more than $141 billion, serving as the Department's Accountable Property System of Record.
The system provides enterprise capabilities for:

The IT Systems Audit Manager provides leadership, audit expertise, and technical guidance for audit engagements supporting ELMS and broader DLA financial and systems compliance environments. This role manages audit projects, advises senior stakeholders, ensures compliance with applicable federal regulations and standards, and oversees daily audit operations.
This position is located in Harrisburg, PA.
Your future duties and responsibilities: . Apply accounting principles, audit standards, regulatory frameworks, and analytical methods to support management decision making and improve operational performance.
. Manage audit projects and provide guidance, direction, and oversight for assigned tasks and sub tasks.
. Participate in engagement planning and execute all audit tasks delegated by management.
. Design, implement, and manage accounting or audit projects, ensuring alignment with ELMS business, financial, and compliance requirements.
. Analyze issues and work with internal teams to develop client focused solutions.
. Interface with government clients daily to support audit activities, resolve issues, and communicate audit findings.
. Lead the completion of project specific deliverables within established timelines and budget constraints.
. Ensure all deliverables comply with performance work statements (PWS), customer requirements, and federal regulations.
. Manage day to day audit operations, including reviewing work products for completeness, accuracy, regulatory adherence, and quality.
. Deliver audit findings, prepare presentations, and lead client meetings and discussions.
Required qualifications to be successful in this role: . Bachelor's degree in a business or technical field.
. At least 6 years of applicable financial or business experience, including 2+ years leading and providing technical direction on government audit or audit advisory projects.
. Proficiency with Microsoft Office (Excel, Word, PowerPoint, MS Project, etc.).
. Excellent analytical, written, and communication skills.
. Familiarity with Federal Acquisition Regulations (FAR).
. Knowledge of federal audit and internal control frameworks, including:
OMB A 123 (Internal Controls)
OMB A 127 (Financial Management Systems)
OMB A 134 (Financial Accounting Principles and Standards)
FISCAM (Federal Information Systems Controls Audit Manual)
. Experience working with DoD/DLA environments.
. Based on the nature of the work, US citizenship and a Secret clearance are required.
Desired qualifications/non essential skills required:
. Strong understanding of audit readiness, internal controls, risk assessments, and system based audit processes.
. Experience working within large federal ERP, logistics, or financial systems.
. Comfortable briefing senior government officials and presenting audit findings clearly and professionally.
. Ability to manage competing priorities in a high visibility, compliance driven environment.
. Demonstrated leadership in audit execution, quality assurance, and customer engagement.

The determination of this range includes various factors not limited to skill set, level, experience, relevant training, and licensure and certifications. To support the ability to reward for merit based performance, CGI typically does not hire individuals at or near the top of the range for their role. Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $79,600.00 $176,300.00.
