YOUR PURPOSE Do you love solving problems, improving systems, and helping people get the most out of their technology? We're looking for an IT Systems Analyst who's to support the tools that keep our City running smoothly.
In this role, you'll be part of our Information Technology Services Department, where you'll help manage and improve the systems our staff use every day - enterprise resource planning (ERP), utility billing and customer service (CIS/CRM), planning and zoning software, emergency services applications, and more.
You'll help plan for upgrades and new technology rollouts, support application development, and make recommendations on tools that can help us work smarter. You'll work closely with the IT Systems and Applications Manager and collaborate with teams across the City to make sure the systems they rely on are working efficiently and meeting their needs.

Essential Tasks WHAT YOU'LL DO - Reviews and analyzes project requests to determine feasibility.
- Sets up API integrations between city and third-party information systems.
- Develops or modifies source code for city information systems.
- Manages source code using version control systems.
- Troubleshoots systems and applications; assists IT staff with resolutions.
- Monitors system performance; directs maintenance and improvements.
- Coordinates installation and implementation of new systems with IT staff and partners.
- Establishes and maintains system and application standards.
- Identifies partner requirements and defines solutions.
- Evaluates and recommends suitable technologies.
- Supports industry-standard IT security practices.
- Creates documentation according to department policies.
Qualifications REQUIRED QUALIFICATIONS - Formal Education
- Bachelor's degree from an accredited college or university in Computer Science, Information Science, or a related field.
- Professional Experience
- Minimum of three years of experience with enterprise-level critical systems.
- Minimum of three years of programming experience with SQL, Java and/or Python, PHP, PowerShell, and JavaScript.
- Knowledge of shell scripting languages.
- Ability to learn new programming languages.
- Experience developing REST APIs using programming and database concepts.
- Familiarity with database architecture and access methods.
- Knowledge of information security principles and industry best practices.
- Knowledge of current industry trends.
- Written and oral communication skills.
- Ability to communicate technical information to non-technical audiences.
- Relevant industry certifications.
- Valid North Carolina Driver's License.
- Experience with government service processes preferred.
- Ability to handle stress in a fast-paced environment.
Physical RequirementsHearing/Speaking - Expressing and/or receiving information by means of spoken word are both necessary to converse with internal and external customers including co-workers, citizens and applicants.
