DescriptionThe City of Kennewick is hiring for either a Level I or Level II IT Systems Administrator; only one position is available. While candidates meeting the qualifications for either level are encouraged to apply, the City anticipates filling the position at the Level I classification.Current Monthly Salaries:Level I: $7,675 - $9,824Level II: $9,223 - $11,806Target Hiring Range: The City anticipates hiring within Steps 1-5 of the applicable salary grade, depending on qualifications (DOQ).
CLASSIFICATION SUMMARYUnder general direction of the Information Technology (IT) Manager, the IT Systems Administrator - BIPIN provides technical support & maintenance for the regional Bi-County Police Information Network (BIPIN). This includes responsibility for all administration of the BIPIN system and environment. Examples of assigned duties include VMware\Server administration, software performance and functionality, SQL\Database administration, network infrastructure, system licensing, storage and backup management. Responsibilities also include working with staff from BIPIN member agencies. Participates in evaluating and recommending new technologies, and provides technical advice and support to BIPIN users in the appropriate use of technology. This position shares responsibility, on a scheduled basis, to provide after-hours support.
This position is a two level series. The IT Systems Administrator - BIPIN II is distinguished from the IT Systems Administrator - BIPIN I by the increased complexity of assignments, the greater degree of independence with which it operates, the experience required to perform the work, and the years of service with the City.
WORK SCHEDULEThe initial work schedule for this classification will be full-time, Monday through Friday. Early mornings, evenings and weekend work may be occasionally required. Overtime may be occasionally required. This classification is exempt under the FLSA.
Examples of Work Performed (Illustrative Only) The following list reflects the essential job duties and responsibilities of this classification, but should not be considered all-inclusive. The incumbent will be expected to perform other related duties as assigned.
- Perform a variety of technical duties related to the design, development, acquisition, implementation, production support, system administration and maintenance of complex computer and information-related systems.
- Conduct product evaluations for upgrade of new hardware and software by identifying strengths, weaknesses, and potential benefits.
- Analyze BIPIN work, data and document flow; develop, recommend and implement appropriate use of current and future technologies to improve and optimize work and data flow.
- Provide technical advice and support to users of applications such as BIPIN's Records Management System, Jail Management System, and others.
- Maintain user and application level instructional and support documentation. Update technical documentation such as client and application specific installation configurations, problem fixes, and vendor support.
- Develop and conduct end-user training on BIPIN-related applications, Networks, Internet/Intranet and other computer software and hardware. Develop documentation and procedures for BIPIN users.
- Negotiate services agreements and provide vendors with design specifications as needed.
- Operate a variety of microcomputers, servers, personal computers, and related equipment including printers, interfacing hardware, terminals and software packages.
- As needed assist with the evaluation, installation, upgrade and maintenance of software & hardware for BIPIN user devices and all related equipment.
- Diagnose systems in response to hardware or software problems, determine appropriate action needed take corrective action or contact vendor (as appropriate). Handles vendor services calls, monitors vendor contacts when on-site, and maintains related records.
- Attend training, conferences and meetings to maintain current knowledge of technical advances in Information Technology and understanding of department functions and programs.
- Provide end-to-end technical lead support for projects related to BIPIN business applications including design, configuration, installation, testing, error resolution, and proactive communication.
- Create required reports in response to business user needs.
- Participate in negotiations with vendors, outsourcers and contractors to secure software products and services.
- Develop, document and maintain policies, procedures and associated training plans for system administration and appropriate use.
- Provide continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality customer service.
- Assist in strategic planning and policy development covering network facilities and city Information Technology related issues. Participate in and support IT team discussions and activities in a constructive, open and positive manner.
- Performs other related duties as assigned.
Employment Standards Level I:This position requires a Bachelor's degree in Computer Science, Information Systems, or related field and a minimum of two years of experience in the following areas: Microsoft Desktop OS, Windows Server, Microsoft Active Directory, intermediate proficiency with Microsoft Office Suite, Microsoft SQL Server, Microsoft Access, Enterprise Content Management and Reporting systems, Public Safety Records and Jail Management Software, or any combination of relevant education and experience sufficient to demonstrate the knowledge, skills and abilities to perform the duties listed above.
- Must possess and maintain a valid State of Washington driver's license.
- Must pass a criminal background investigation and CJIS certification requirements.
- Must maintain a level of mental and physical fitness required to perform the essential functions of this classification.
Level II:This position requires a Bachelor's degree in computer science, information systems, or related field and a minimum of five years of experience in Level I fields as well as in the following areas: advanced proficiency with Microsoft Office Suite, Project Management, SQL Administration and database management, T-SQL, or any combination of relevant education and experience sufficient to demonstrate the knowledge, skills and abilities to perform the duties listed above.
- Must possess and maintain a valid State of Washington driver's license.
- Must pass a criminal background investigation and CJIS certification requirements.
- Must maintain a level of mental and physical fitness required to perform the essential functions of this classification.
