This position reports to the Chief Information Security Officer (CISO) and serves as a technical level cyber security professional, technical specialist responsible for designing, planning, analysis, modification, and maintaining the security architecture; vulnerability scans; security audits; management of security devices; and security software installation.

The mission of the Information Technology Division is to provide reliable, resilient, and ready technology solutions for the Washington Military Department in order to safeguard lives and property in Washington State. This position supports the mission by working to ensure that the Military Department is performing the tasks necessary to protect the confidentiality, integrity, and availability of the networks, systems, and services that are necessary to meet the Military Department's mission.

This is a civilian position and does not require military service affiliation.

Duties
Designated cyber security technical specialist responsible for all technical aspects of planning and developing the procedures and protocols for the department security program, engaging with stakeholders on system requirements, design, planning, analysis, modification, and maintaining the security architecture for the State Government Network.
  • Examines security infrastructure for radios, phones, applications, and information technology systems. Responsible for documenting and reporting risks and vulnerabilities related to equipment and network security.
  • Analyzes data centers both on premise and in the cloud and makes recommendations for upgrades/improvements or equipment replacement for more effective, efficient, and robust systems.
  • Recommends enhancements to security programs, processes, policy, functions, and systems.
Evaluates risk/vulnerabilities and controls by coordinating and conducting route/non-routine security and employee computer use audits, documenting steps taken/results, and makes recommendations.
  • Performs security audits and scans focusing on trust principles of security, availability, processing, integrity, confidentiality, chain of custody, and privacy of the department's equipment and network systems.
  • Analyze highly complex data generated by various security systems and reports intrusion detections, exploitation, unauthorized activities and other suspicious findings.
  • Identify audit concerns and makes recommendations. Reports back to management for review and determination of follow-up.
Provides advice and journey level technical level expertise/support to IT staff and customers on the security impacts of equipment placement, access control, and maintenance routines.
  • Integrates and collaborates with the Network and Desktop Support unit to provide security related advice, configuration assistance, and development of secured solutions.
  • Assists information technology staff in addressing and improving security of assets and network operations.
  • Ensures authorized access by investigating improper access; revoking access; reporting violations; and monitoring information requests.
Responsible for installing, configuring, and managing security software and hardware.
  • Identifies new security solutions for the agency's infrastructure; implements and administers new and existing cyber security hardware and software.
  • Responsible for the day-to-day tasks of installing, configuring and managing security software and hardware on new and existing computers.
Support Emergency Operations in coordination with Operations Branch Manager, staff the State Emergency Operations Center (SEOC) during activations in support of major events.
Qualifications
REQUIRED QUALIFICATIONS

Four years of information technology experience such as consulting, analyzing, designing, programming, installing, and/or maintaining computer software applications, hardware, telecommunications, or network infrastructure equipment; directing IT projects; providing customer or technical support in information technology; or administering or supervising staff who performed work in any of these information technology disciplines.

College level coursework in computer science or related field will substitute for experience on a year for year basis for up to two years of the experience requirement.

AND

Two years of experience within the last 10 years that includes at least four of the following activities:
  • Installing and maintaining Microsoft Windows Server network operating systems.
  • Installing and maintaining Microsoft Exchange Server.
  • Performing system administration (i.e., managing and resolving problems in network access, performance patches, and upgrades).
  • Installing and configuring application software on a server.
  • Designing, installing, and maintaining data communications equipment/security equipment (e.g., firewalls, intrusion detection, intrusion prevention, VPN concentrators, routers, switches, back-ups, and servers).

  • Identify security risks and report findings to management for action.
  • Confiture and maintain information technology auditing systems.

  • Identify, analyze, and resolve security issues on site or remotely.
  • Install and configure hardware (e.g., firewalls, intrusion prevention/detection hardware, Web Traffic Filters).
  • Conduct risk and vulnerability assessments of planned and installed information systems to identify vulnerabilities, risks and protection needs.

Compensation: Wage/salary depends on qualifications or rules of promotion.
CONDITIONS OF EMPLOYMENT

Background Investigation:Must successfully complete the appropriate background checks required for employment. Must be willing to sign releases of information and shall not have access to any investigative materials and files. The processing of background checks can take up to six months post-employment. Failure to successfully pass a background check may be cause for termination.
Driver's License:
  1. Valid to drive in the State of Washington.
  2. Must meet requirements of the REAL ID Act. This is required for base access and will be required upon hire.

Military Facility: Willingness to work on a Military Controlled Access Installation.
Camp Murray utilizes the Defense Biometric Identification System (DBIDS) for entry to the installation. Must meet access requirements / background check which can be found in the ). This includes possession of an Enhanced Driver's License, or other REAL ID Compliant Identification.

Union Shop Provision: This position is represented by Washington Federation of State Employees (WFSE).

Work Hours: The standard work schedule is Monday through Friday, 8 hours a day, or a four-day per week schedule, 10 hours per day, with either Mondays or Fridays off. The actual work hours will be established between the employee and supervisor and will start no earlier than 6:00am and end no later than 6:00pm.

Telework: This position may be eligible for some telework. The incumbent will work with their supervisor to identify an appropriate work schedule and balance between remote and in person work based on operational need and employee preference. Reporting to the workstation for work activities and meetings will be needed.

Emergency Assignment: Upon activation of the State Emergency Operations Center (SEOC) or Joint Field Office (JFO), incumbent may be required to work in an alternate location with rotating shifts, including weekends and evenings, in a highly stressful and fast-paced environment.

Travel: Occasional travel may be required. This may include overnight stays.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
