Duties

Help

  • Directs the technical management of a large Automated Information Systems (AIS) supporting a major business area.
  • Develops guidance techniques and provides program expertise of the design, development, testing, costing, in sustainment of the automated information management system.
  • Provides planning and guidance for the operations and maintenance of the software engineering groups and technical support staffs supporting the systems for the specified business area.
  • Completes business cases in support of projects; participate in or facilitate business process modeling and research efforts; and, act as a consultant to project teams and senior leadership.
  • Serves as senior advisor to management on matters relating to automated information systems development efforts, policies, standards within the assigned business area.

Basic Requirement: Applicants must have IT-related experience demonstrating the following competencies appropriate to, or above, the level of this position. For vacancies below the full-performance level of the position, the basic requirement will be evaluated on a developmental basis.   • Attention to Detail- experience reviewing my own information technology-related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards.
  • Customer Service- developing and maintaining relationships with customers, anticipating and assessing the current and future information technology needs of customers, and developing or identifying information technology products or services that are tailored to meet customer needs.
  • Oral Communication- briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of complex technical information to a non-technical audience.
  • Problem Solving- identifying alternatives to address unique, highly complex, or sensitive information technology-related issues. I have anticipated information technology-related problems and have identified and evaluated potential sources of information to generate alternative solutions.


In addition to the Basic Competency Requirements listed above: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-13) in the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized experience is defined as: Providing expert-level oversight and analysis for an organization's highest priority IT systems projects during the entire project life cycle, including planning and development, execution and evaluation of project performance, risk management, budget planning, and resource allocation; and providing technical guidance and oversight to posture database administration, web administration, software development, data reporting, release management, and configuration management of Information Software and Systems.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Education is not substitutable for specialized experience at this grade level.
