The Executive Office of Housing and Livable Communities (EOHLC) is seeking IT Project Manager III in the Deputy Secretary's Office/Information Technology!

OVERVIEW:

The IT Project Manager serves as a key technology partner responsible for aligning business priorities, policy objectives, and operational needs with technology solutions that support the Division of Housing Stabilization (DHS). This role acts as a primary liaison between program stakeholders and technology teams, ensuring that systems supporting HLC programs and related initiatives are effective, scalable, and responsive to evolving business requirements.

The IT Project Manager is responsible for gathering and analyzing business and technical requirements, coordinating project activities, and translating program and policy needs into actionable project plans and technology solutions. Working collaboratively with internal teams, the Executive Office of Technology Services and Security (EOTSS), and external vendors, this position helps ensure the successful delivery of technology projects and system enhancements.

The IT Project Manager supports project planning, implementation, testing, deployment, and ongoing operational improvements while monitoring project schedules, risks, dependencies, and deliverables. This role also participates in and contributes to other IT initiatives and projects within HLC's Information Technology Unit.

DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE):

1. Business Analysis and Project Planning
• Serve as liaison to Division of Housing Stabilization (DHS), business stakeholders, and IT teams to support programmatic, policy, and operational objectives.
• Collaborate with business units to gather, analyze, and document business requirements, regulatory needs, and stakeholder feedback for technology initiatives
• Translate business needs into project plans, functional requirements, system enhancements and technology solutions
• Assist in evaluating technology options and provide recommendations regarding project scope, risks, dependencies, and implementation considerations

2. Application & Platform Support
• Support the planning, implementation, maintenance, and enhancement of core business applications, including Salesforce-based systems and related portals
• Collaborate with business and technical stakeholders to define requirements, prioritize enhancements, and support and release planning activities
• Maintain and track project backlogs, requirements documentation, action items and system improvement initiatives
• Coordinate user acceptance testing, systems validation, and deployment activities
• Assist in ensuring technology solutions are user-focused, efficient, and aligned with program objectives and operational needs

3. Project Management and Delivery
• Coordinate multiple technology projects and initiatives supporting DHS programs and related agency priorities
• Develop, maintain and monitor project plans, schedules, milestones, and deliverables to support successful project execution
• Monitor project timelines, risks, issues, dependencies, and resource needs, escalating concerns as appropriate
• Facilitate project meetings, status reviews, and project communications to ensure alignment among stakeholders to ensure project objectives are achieved
• Support project implementation activities, including planning, testing, deployment, transition, and post-implementation support

4. Stakeholder Engagement & Communication
• Facilitate collaboration among DHS business units, EOHLC IT, EOTSS, and other stakeholders to support project planning and delivery
• Maintain effective working relationships with Division business groups, data and evaluation teams, and other partner organizations
• Coordinate meetings, gather stakeholder input, document decisions, and support issue resolution efforts
• Communicate project status, risks, milestones and recommendations to project sponsors and stakeholders

5. Vendor & Delivery Coordination
• Coordinate activities with system integrators, consultants, and software vendors
• Track vendor deliverables timelines, and service commitments and escalate issues when necessary
• Support procurement, contract administration and vendor performance monitoring as assigned

6. Governance, Risk & Compliance
• Follow established governance processes related to project management, change management, and issue escalation
• Support compliance with security, privacy, accessibility, and other applicable technology standards and requirements
• Coordinate with EOTSS and other technical teams regarding system integrations, infrastructure needs, and implementation activities

7. Reporting, Process Improvement and Operational Support
• Support the development and implementation of reporting, analytics and data management solutions
• Assist stakeholders in identifying opportunities to improve data quality, accessibility, and operational reporting capabilities
• Document and recommend process improvements to enhance workflows, increase efficiency and reduce manual effort
• Monitor system performance and user feedback to identify opportunities for continuous improvement

8. Perform other duties as assigned.

PREFERRED QUALIFICATIONS:

1. Experience managing or coordinating IT projects and technology initiatives.

2. Experience gathering and documenting business and technical requirements.

3. Knowledge of project management methodologies, including Agile, Waterfall, or hybrid approaches.

4. Experience with enterprise business applications; Salesforce experience preferred.

5. Experience working with business stakeholders, technical teams, vendors, and external partners.

6. Familiarity with the System Development Life Cycle (SDLC), including testing, deployment, and implementation support.

7. Experience with reporting, data analysis, and business process improvement.

8. Knowledge of information security, privacy, accessibility, and compliance requirements.

9. Strong organizational, analytical, problem-solving, and communication skills.

10. Ability to adjust to changing situations to meet emergency or changing program or production requirements.

11. Ability to maintain harmonious working relationships with others.

12. Ability to prepare technical reports.

13. Proficiency using Word, Excel, PowerPoint and Access.

14. Desire to work in a fast-paced public sector environment committed to quality service.

This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days, as needed.

Salary placement is determined by years of experience and education directly related to the position and the Human Resources Division's Recruiting Guidelines. In the case of a promotional opportunity, the salary provisions of the applicable collective bargaining agreement will apply to placement within the appropriate salary range.

Minimum Entrance Requirements:

Applicants must have (A) at least three (3) years of full-time or equivalent part-time professional or practical experience in the field of information technology project management, or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. An Associate's degree in a related field may substitute for one (1) year of the required experience.

II. A Bachelor's degree or higher in a related field may substitute for two (2) years of the required experience.

III. A Master's degree or higher in a related field may substitute for the required experience.
