The IT Project Manager leads technology projects from concept through delivery while contributing to the transparency, governance, and continuous improvement of the City's technology portfolio. The role manages a portfolio of technology initiatives with varying levels of complexity and serves as a key liaison between DoIT and assigned City departments.
In addition to project delivery, this role serves in a dual capacity as a Customer Relationship Manager (CRM) for designated departments-partnering with stakeholders to understand business needs, help prioritize technology initiatives, and guide projects from discovery through implementation.

- Manages a portfolio of technology initiatives and projects of varying size, complexity, and impact from initiation through implementation and closeout. Partners with City departments to understand business needs, identify technology solutions, and align initiatives with departmental priorities and City strategic objectives.
- Serves as the primary Department of Information Technology (DoIT) liaison for assigned departments, providing consultative support, facilitating project intake and prioritization, and fostering effective communication between business stakeholders and technical teams.
- Plans, coordinates, and oversees project activities including scope development, requirements gathering, scheduling, resource coordination, risk management, testing, implementation, and operational transition.
- Applies Program Management Office (PMO) methodologies, governance practices, and project management standards to ensure consistent project delivery and portfolio oversight.
- Maintains project and portfolio information within the City's Project Portfolio Management (PPM) system; develops reports, dashboards, and performance metrics to support decision-making, portfolio transparency, and executive reporting.
- Collaborates with departmental stakeholders, technical teams, vendors, and consultants to deliver technology solutions that support operational excellence, digital modernization, cybersecurity, emerging technologies, and service improvements.
- Analyzes project, portfolio, and operational data to identify trends, risks, opportunities, and process improvements; contributes to the continuous advancement of PMO practices, governance frameworks, reporting capabilities, and organizational project management maturity.

EDUCATION, TRAINING AND EXPERIENCEMinimum Qualifications for IT Project Manager:
Graduation from an accredited four-year college or university with major coursework in business or public administration, management information systems or a closely related field and at least three (3) years of progressively responsible experience coordinating small to medium projects on-time and on-budget using structured methodology and standard project management tools and techniques; or an equivalent combination of training and experience.
Desirable Qualifications:- Project Management Professional (PMP) certification or equivalent.
- Experience working within a Project Management Office (PMO) or portfolio management environment.
- Experience using Project Portfolio Management (PPM) tools.
- Experience managing public sector or municipal technology initiatives.
- Agile or Scrum certification (e.g., Certified ScrumMaster or equivalent).
- Lean Six Sigma certification or experience applying process improvement methodologies.
