What You Will Do

This position will be filled at either the IT Program Manager 2/3 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.

Application and Data Services Division at Los Alamos National Laboratory supports approximately 300 applications and services relied upon by organizations across the Laboratory. Successfully managing this environment requires more than project execution; it requires a dedicated leader who understands customer/institutional priorities, organizational dynamics, funding strategies, operational dependencies, and long-term technology direction.

IT Program Manager 2 $106,400 - $176,000
Portfolio Managers establish and maintain trusted relationships with customers, technical teams, vendors, and peer organizations across I&T. These relationships enable more effective planning and execution, better decision-making, improved prioritization, stronger governance, and greater organizational agility.
The role provides leadership with a single, accountable point of coordination for portfolio planning, budgeting, risk management, and customer engagement.

In addition to the responsibilities outlined at the lower level, candidates at this level are expected to demonstrate advanced skills working with technical staff and vendors to effectively scope and estimate the requirements for complex Information Technology (IT) application and data related projects. Candidates are also expected to demonstrate extensive experience developing effective customer and stakeholder relationships, as well as experience interacting with all levels of external and internal personnel.

What You Need

Minimum Job Requirements:
  • Comprehensive experience acting as the primary IT point of contact and trusted advisor for customer organizations in one or more of the following functional areas: HR, Finance, Controller, Logistics, Procurement, and Environmental Health & Safety.
  • Comprehensive experience developing and maintaining IT portfolio roadmaps that align technology investments, operational support, modernization efforts, and Laboratory priorities.
  • Comprehensive experience leading IT portfolio-level budget planning, funding strategy, resource forecasting, and lifecycle planning for both Maintenance & Operations (M&O) and project work.
  • Comprehensive knowledge of and consultative experience in key aspects of program management of IT technical or operational work, including defining program work scope, schedules, budgets, priorities, and performance milestones; developing cost, scope, and schedule baselines; reporting cost and schedule variance; managing change control, and managing risk.
  • Comprehensive experience providing governance, performance metrics, status reporting, and strategic recommendations to Group Leadership, Division Leadership, and upper management.
  • Comprehensive experience identifying and mitigating portfolio-level risks, dependencies, and resource conflicts before they impact mission delivery.
  • Comprehensive experience coordinating priorities across product owners, technical teams, vendors, and peer I&T organizations to ensure alignment and effective execution.
  • Comprehensive experience facilitating the transition of projects into sustainable operations and ensuring long-term support for business-critical services.

  • Advanced-level knowledge of and consultative experience in all aspects of program management of IT technical or operational work for complex projects, including defining program work scope, schedules, budgets, priorities, and performance milestones; developing cost, scope, and schedule baselines; reporting cost and schedule variance; managing change control, and managing risk.
  • Knowledge of information technology (IT) or information security (InfoSec) in the areas of Enterprise Business Software, Enterprise Software Development, Business Analytics, or Data Integration.
  • Outstanding oral and written communication and presentation skills

Education/Experience at IT Program Manager 2 level: Position requires a Bachelor's Degree and 5 years of related experience or an equivalent combination of education and experience directly related to the occupation.

Education/Experience at IT Program Manager 3 level: Position requires a Bachelor's Degree and 8 years of related experience or an equivalent combination of education and experience directly related to the occupation.

Desired Qualifications:

Work Location: The work location for this position is telework and is located in Los Alamos, NM. Telework is defined as working from offsite but within 2hours ground commute of this location. Reporting onsite may be periodically necessary. All work locations are at the discretion of management and can change at any time with appropriate notice.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 Year.

No Clearance: Position does not require a security clearance. Selected candidates will be subject to drug testing and other pre-employment background checks.
